RFP SW24-01 Street Sweeping On-Call Contractor(s) City of Duluth 3 | P a g e REQUEST FOR PROPOSALS RFP SW24-01 Street Sweeping On-Call Contractor(s) Sealed Proposals for RFP SW24-01, Street Sweeping On-Call Contractor(s) will be received by the City of Duluth, hereinafter called “City”. Contractors whose proposals meet the criteria established in the Request for Proposals, at the sole discretion of the City, may be considered for Contract award. The City may, by direct negotiation, finalize terms with the Contractor who is selected for award based on proposals. The City reserves the right to reject any or all responses for any reason. Clarification of information may be requested by the City. The City, at its sole discretion, may short-list firms that are deemed to best meet the City’s requirements, taking into consideration all criteria listed in the RFP. The City may, at its sole discretion, ask for formal presentations from all of the responsive and responsible proposers, or only
from those firms that are short-listed, if short-listing is determined to be in the best interest of the City. Negotiations will be conducted and may take place in person or via telephone with the most qualified firm as identified by the City or, if short-listing occurs, with all of the short-listed proposers. Proposers that participate in the negotiations may be given an opportunity to submit their best and final offers. Work is to commence on or about July 1, 2024. Proposals must be submitted in a sealed envelope which shall be clearly marked RFP SW24-01. Submit one (1) printed and signed original and one (1) digital copy in PDF of the proposal. The original and the digital copy shall be identical and both shall include the unit price schedule along with all other required forms. The proposals shall be submitted no later than 11:00 a.m. local time, May 8, 2024. Any proposal received after said time and date will not be accepted by the City. Proposals will be publicly opened and read aloud at 11:01 a.m. on May 8, 2024, in the Executive Conference room on the second floor of Duluth City Hall. No Pre-Proposal Conference will be held for this opportunity. Questions regarding proposals should be directed to agilhooly@duluthga.net no later than 4:00 p.m., April 24, 2024. Email only, no phone calls, please. All questions will be answered in writing and posted on the City of Duluth website on or before April 26, 2024. Proposals are legal and binding when submitted. Proposal must be addressed as follows: Street Sweeping On-Call Contractor(s) RFP SW 24-01 Office of the City Clerk City of Duluth 3167 Main Street Duluth, Georgia 30096 No Proposal may be withdrawn for a period of one hundred and eighty (180) days after the time and date scheduled (or subsequently rescheduled) for proposal opening. The City’s staff will review all proposals submitted. After reviewing the proposals, staff may, at its discretion, request formal presentations from one (1) or more of the proposers (at proposer’s expense at the City’s site) whose proposals appear to best meet the City’s requirements. The proposer awarded the Contract must provide proof of liability insurance in the amount of one million dollars ($1,000,000.00), along with any other required insurance coverage and evidence of business or occupational license, as outlined in the Proposal Documents. mailto:agilhooly@duluthga.net RFP SW24-01 Street Sweeping On-Call Contractor(s) City of Duluth 4 | P a g e The City reserves the right to waive any informalities or irregularities of proposals, to request clarification on information submitted in any proposal, to request additional information from any proposer, or to reject any or all proposals, and to re-advertise for proposals. The City also reserves the right to extend the date or time scheduled for the opening of proposals. Award, if made, will be to the responsible and responsive proposer submitting the proposal which is deemed by the City, in its sole discretion, to be the most advantageous to the City, price and other factors being considered. The City may, at its discretion, award multiple contracts if it is found to be in the City’s best interest. To ensure the proper and fair evaluation of proposals, the City highly discourages any communication initiated by a proposer or its agent to an employee of the City evaluating or considering the proposal during the period of time following the issuance of the RFP, the opening of proposals, and prior to the time a decision has been made with respect to the Contract Award. An appropriate Purchasing employee of the City may initiate communication with a proposer in order to obtain information or clarification needed to develop a proper and accurate evaluation of the proposal. Please seek the City’s written advice BEFORE you submit a proposal containing any of the irregularities described in Section 12 of the Instructions to Proposers. mailto:agilhooly@duluthga.net RFP SW24-01 Street Sweeping On-Call Contractor(s) City of Duluth 5 | P a g e PART ONE – SPECIFICATIONS 1. PURPOSE 1.1 The purpose of this Request for Proposal (RFP) is to select qualified contractors for On-Call Street-Sweeping services for the City of Duluth. Individual “projects” will be based on the submitted Unit Prices per the vendor selected. The term of contract shall be for a one (1) year period with two optional one (1) year renewals. This Agreement shall terminate absolutely and without further obligation on the part of the City on June 30 of each succeeding and renewed year, as required by O.C.G.A. §36-60-13, as amended, unless terminated earlier in accordance with the termination provisions of this Agreement. 1.2 The “projects” vary in magnitude and scope. Typical projects may include but are not limited to the following: 1) sweeping of overall street network, and 2) sweeping of isolated areas prior to and/or after special events. The City may also include as part of the street sweeping on-call services, the following Additive Bid Items (ABI): stormwater structure cleaning/vacuuming (ABI#1), cleaning/vacuuming accumulated debris within roadside ditches (ABI#2), and manually removing vegetation, sediment and debris from curbs, medians and refuge islands (ABI#3). The structure cleaning, ditch cleaning/vacuuming, and roadway vegetation/debris removal will be listed as optional additive bid items on the Unit Price List. If contractor cannot provide these services, the costs associated with any of the optional services/ABI may be omitted on the Unit Price Schedule submitted with proposal package. 1.3 All work will be performed and completed to the complete satisfaction and acceptance of the City. Contractor shall coordinate work schedules with the City in advance of the work. Tentatively, the City completes street sweeping of the overall street network once during December and January, and may, at its discretion, choose to sweep the entire network a second time during the year. In addition, the City may choose to sweep all or only a portion of the overall street network, or sweep some streets more than once. Additional sweeping of the streets at other times of the year may be required by the City as deemed necessary. A listing of special events requiring isolated sweeps is found on the following pages. 1.4 Most projects will require work to be performed during the day and night and/or weekends too. 1.5 All waste, trash, and debris from performed work shall be properly disposed of offsite according to local, state, and federal regulations. Waste tickets must be submitted to the City after the annual street sweeping program, and a cumulative listing of waste tickets shall be submitted annually, in early May of each year. City will provide an area for temporary storage of Contractor’s dumpsters, if needed. Dumpsters are provided by the Contractor, and the Contractor is responsible for providing measures to prevent public access to said temporary area(s) and public dumping of trash in said temporary area(s). Such measures may include temporary fencing, signage, and coordination with the City’s Public Safety Department to schedule officer drive by routine. Trash dumped by public into Contractor’s dumpsters becomes the property of the Contractor and is not the City’s responsibility. City will not be responsible for cost to dispose of said trash. 1.6 Notification to the Public of each street sweeping event shall be the Contractor’s responsibility. Notification shall be made a minimum of 24 hours prior to the sweep. The City will provide signs for the Contractor’s use. Contractor is responsible for installing, moving, and removing the temporary signs at each sweeping location. City will post notification on our website as Contractor confirms dates, times, and locations of sweeping. Some private streets are within subdivisions with access control (e.g., gate or gatehouse attendant). The City will contact these communities prior to street sweeping to secure access and will share this information with the Contractor. RFP SW24-01 Street Sweeping On-Call Contractor(s) City of Duluth 6 | P a g e PART TWO – PROPOSAL CONTENTS One (1) printed and signed original, including a printed completed copy of the furnished Unit Price Schedule excel spreadsheet, must be submitted in a sealed envelope which shall be marked RFP SW24-01. Additionally, please include one (1) complete and identical electronic copy in PDF of the proposal documents. Proposal may be submitted on double-sided 81⁄2” x 11” pages, must be no smaller than 10-point font, and shall be organized to correspond to the following Sections: 2.1 SECTION I – Each proposal shall include a Title Page and a Table of Contents. The Title Page should identify the project, the name of the firm, name of the firm’s primary contact, address, telephone number, fax number, and email address. The Table of Contents shall contain the sections and corresponding page number for the items listed below. All pages of the proposal must be clearly identified and consecutively numbered and correspond to the Table of Contents. 2.2 SECTION II – Each proposer shall list its staff, equipment, experience, and qualifications. This section is worth 30% of your overall proposal score. 2.2.1 Qualifications, including experience in providing street sweeping services to public sector and/or municipal clients; 2.2.2 Summary of experience, including a list of current and previous clients relevant to street sweeping as well as catch basin and roadside ditch cleaning, and roadway vegetation/debris removal (if proposing on these optional additive bid items, as described in Part One, Section 1.2); 2.2.3 List of staff and equipment utilized in the services required of this contract. 2.3 SECTION III – Each proposer must include references (minimum of three (3)) with current contact information for each. Please contact your references ahead of time to verify their contact information is still valid. If the City cannot verify your references, your proposal will be deemed unresponsive and will not be considered for Award. Please use the Reference Form included in Part Four of this RFP. This section is worth 10% of your overall score. 2.4 SECTION IV – Each proposer must populate his unit costs into the spreadsheet on page 7. Unless otherwise negotiated to a best and final offer with the City prior to Contract Award and execution, these will remain the contractors’ unit prices throughout the duration of the contract. This section is worth 60% of your overall score.
