Notice of Intent To Award Sole Source - SpaceX Starlink Kit

NOTICE OF INTENT TO AWARD SOLE SOURCE  17 June 2021NOTE: Place of Performance is Europe and Africa700th Contracting Squadron, Kapaun Air Station, Bldg. 2767, D-67661 Kaiserslautern, hereby formally announces the intent to award a Firm-Fixed Price Purchase Order on a sole source basis to Space Exploration Technologies Corp., 1 Rocket RD Hawthorne, California, 90250-6844, United States. The proposed contract action is for one (1)  SpaceX Starlink Kit plus support for one (1) Internet Terminal (please see attached draft PWS) for which the Air Force intends to solicit and negotiate with only one source under the authority of Air Force Federal Acquisition Regulation Supplement (AFFARS) – 10 U.S.C. 2302b, Implementation of Simplified Procedures (41 U.S.C. 1901). Under the contemplated contract, Space Exploration Technologies Corp., 1 Rocket RD Hawthorne, California, 90250-6844, United States, will provide the services in accordance with the attached draft PWS. The U.S. Government

anticipates to award a Firm-Fixed Price contract with a period of performance of 12 months. The anticipated contract start date is 1 July 2021.Due the contested environment that this communication system will be used in, it is a requirement that this commercial satellite solution include a lower earth orbit constellation. Space Exploration Technologies Corporation is the only Lower Earth Orbit (LEO) Constellation communications company that currently services Europe and Africa. It is required that the LEO SATCOM company service provide portability for both the EUCOM and AFRICOM area of responsibility.Companies may identify their interest by responding to this notice and submitting either a capability statement or an unsolicited quote. Responses to this notice, as well as capability statements and unsolicited quotes must be submitted to beatrice.meier.1.de@us.af.mil and venice.pamparo.1@us.af.mil. This notice does not constitute a Request for Quote. However, all unsolicited quotes received within 7 days (by 0800 A.M. Eastern Time, 24 June 2021) after the date of publication of this notice will be considered by the Government. A determination by the Government to compete, or not, will be based on the responses received, and is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement. The Government will not reimburse respondents for any costs associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this announcement. However, 700 CONS reserves the right to contact one or more of the respondents if additional information is required or to request demonstrations. Responses to this announcement will not be returned, nor will there be any ensuing discussions or debriefings of any responses.
