This is a market research tool only to determine the capability of potential sources.The Department of Housing and Urban Development (HUD), Office of General Counsel (OGC) is contemplating establishing a contract under NAICS Code(s) 611430--Professional Management Development and Training, and the Small Business Standard is $11 million, PSC Code U010, for Certifications and Accreditations for Educational Institutes.OGC is interested in a company that can provide an on-line legal subscription database that has accessibility 24 hours a day and 7 days a week. Users must be able to download, research and print data. Accessibility must be accessible nationwide. Vendor must provide Continuing Legal Education (CLE) credits and accreditation to the users in all the states in USA. The database must always be current on
law courses as related to each state.This Sources Sought is to solicit responses from capable sources and capability statements to ensure enough competition exists to meet the government's requirements. For any questions, please call Diane Thompson at 202-402-5090.GENERAL DESCRIPTION OF WORKThe vendor's responsibility is to:• assign users their log-on information• respond to concerns within 24 hours• provide accessibility to research legal information• provide accessibility to print information• assist users in identifying courses that could help them in their field of expertise• provide and apply CLE credits to the users' states in USA.• invoice monthly• provide on-demand programming and webcast and course material• provide current data nationwide as it relates to the legal arena.• provide access to more than an estimated (but not guaranteed) 500 usersBelow are some of the requirements needed by the contractor:• demonstrable knowledge in diverse areas of courses offered• previous related experience in assisting users in navigating the database of courses• demonstrated ability to ensure staff across the US can log on and produce a usage report• ensure users can log in across the USA and produce usage reports.• ability to assist users in selecting courses that relate to their field of expertiseThe requirement requires a set of skill categories based on the following approximate breakdown:• provide skilled IT staff person to assist users in accessibility, current legal terms, and issues with computer log-on, set-up and knowledge of courses• provide and apply certification per the individuals' state• provide quality materials and courses that are current per state• provide customer serviceCONTEMPLATED REPORT REQUIREMENTS• Monthly invoices• Number of users• Activity by users (usage)• Down timeCONTEMPLATED PERIOD OF PERFORMANCE FOR THIS PROJECTThis requirement is for a base year plus 4 one-year options periods.CONTEMPLATED PLACE OF PERFORMANCEThe place of performance is in Washington, DC; however, services are required nationwide.RESPONSE REQUESTEDSmall Businesses are encouraged to respond.This synopsis is a market research tool being used to determine the availability and capability of potential sources prior to determining the method of acquisition and whether the Government will proceed with this acquisition. The Government will not pay for any information solicited. If a contract is ultimately pursued, responses to this synopsis will be used to aid in determining whether the acquisition is set-aside for small business or in establishing small business subcontracting goals. All qualified firms are encouraged to respond.Interested firms responding to this Sources Sought must provide a capability statement demonstrating their experience, skills and capability to fulfill the Government's requirements for the above. The capability statement shall be in enough detail, and not exceed ten pages TOTAL, so that the government can determine the experience and capability of your firm to provide the requirements above.The capability statement, not to exceed ten pages (excluding vendor's standard brochure, catalogue resume or reference check information) shall address, at a minimum, the following:1. name and address of company and/or companies (if there is a teaming arrangement or joint venture)2. technical expertise relevant to the requirement3. technical approach relevant to the requirement4. management approach relevant to the requirement5. corporate experience relevant to the requirement6. indicate if you are a small business or any other socio-economic categories that applies to your firm under the designated NAICS code7. whether you have had unequal access to any information relevant to the acquisition that could provide an unfair competitive advantage8. relevant past performance. Your capability statement needs to include a list of up to five customers (Government/non-Government) within the past 3 years highlighting similar work in nature, scope, complexity, and difficulty and a brief description of the scope of work. Your submission for relevant past performance must include for each customer:• contract name• contracting Agency or Department, POC and contact information• yearly contract value (in $)• yearly magnitude (number of users)• whether your firm was the prime or a subcontractor• period of performance• brief description of work and how it relates to the requirementsPlease specify one primary and one alternate Point of Contact (POC) within your firm, including telephone numbers and email addresses in case clarifications of your submission are needed.ONLINE LEGAL EDUCATIONA. Background: The Office of General Counsel (OGC) requires a vendor to provide access to a multitude of legal and management courses online to OGC Headquarters, the Departmental Enforcement Center, and Regional and Field Offices. Courses shall be accessible online, 24 hours a day, 7 days a week and nationwide. OGC attorneys and paralegals are tasked to deal with a wide range of legal issues, legislative data and court issues daily. Access to online legal education helps to ensure that employees have a wide variety of options for legal training and opportunities to earn Continuing Legal Education (CLE) credits.B. Scope: The vendor will be provided with a list of employees to provide online access via email with log-on information and password assistance. Skilled IT staff are required to assist users in accessing the courses, current legal terms and conditions with computers log-on, set-up and knowledge of course content.C. Contractor's Tasks: The contractor shall: 1) be responsible for providing a multitude of on-line courses that are easily accessible; 2) provide skilled IT staff to assist users in accessibility using current legal terms, podcasts, webinar dates, live webcasts, list of legal courses that represents all areas of law ranging from housing to bankruptcy, debarments, negotiations, etc., resolve issues with computers, log-on, set-up and knowledge of courses, 3) provide and apply CLE credits per the individuals' state; 4) provide quality materials and courses that are current, per state, and 5) provide customer service, 5) demonstrate ability to network with vendors that can validate training rendered and accreditation. The vendor is required to submit monthly invoices to include the number of users, activity by user and any down time.D. Deliverables: The vendor shall provide online services with accessibility 24 hours a day, 7 days a week and nationwide. The vendor shall provide a point of contact that will help users access the course(s) with user IDs and passwords.
