Procurement Contact: Gary Burns gary.burns@eku.edu Questions Due By: 11/11/2021 no later than 4:00PM – Submit via the Q&A Board within this solicitation event Intent and Scope: Eastern Kentucky University (EKU) is soliciting proposals for the purpose of awarding a Personal Service Contract (PSC) for Air Quality Permit Reporting. It is the intent of the University to award one (1) vendor the contract. However, if in the best interest of the University, the University reserves the right to award in part or in whole, and to award multiple vendors. SCOPE OF SERVICES General: EKU is seeking qualified partners to provide critical testing to ensure campus wide compliance for air monitoring and reporting. Please see below for the minimum service items that need to be included in your proposal. Service Requirements: Prepare Semi-Annual Monitoring Reports (SAMR) for Federally Enforceable State Operating Permit (FESOP) and submit by January 30 and July 30 • Prepare EKU's SAMR (period July through December and January through June) • Communicate with DAQ if EKU has any questions related to permit terms and conditions • Assist EKU with creating any spreadsheets or forms that may help them document permit-related activities. • Prepare transmittal letter for above submittal Prepare Annual Compliance Certification (DEP 7007CC)  Prepare transmittal letter for above submittal  Send draft to EKU for review  Complete electronic submittal of above and provide email confirmation of submittal. Assist EKU with Kentucky Emissions Inventory Survey (KYEIS) submittal to the Kentucky Division for Air Quality (DAQ) Assist EKU to prepare and electronically submit the KYEIS emissions survey based on yearly gas consumption and emergency generator run hours  Calculate throughputs for emission units  Verify emission factors for emission units  Assist EKU with updating KYEIS electronic database  Assist EKU with submittal and DAQ notification Description Assist EKU with compliance demonstration test for new boiler installations and miscellaneous task from DAQ. • Determine the requirements for submittal of protocols for the testing if DAQ requires this submittal • Prepare the protocol submittal and assist EKU with the scheduling of the compliance test • Obtain the required documentation from the testing and prepare the compliance demonstration test report for submittal to DAQ • Assist EKU with any technical response to DAQ questions that may arise from the test report. • Assist EKU with full and partial DAQ inspection documentation requests and other miscellaneous requests from DAQ as they arise. Contract Term: The Contract resulting from this RFP and the Successful Offeror’s Proposal shall have an initial term from January 1, 2022 through June 30, 2022. The Contract shall be renewable for up to four (4) consecutive one (1) year renewal periods. The total contract period will not exceed five (5) years, subject to KRS 45A.145. Annual renewal will be contingent upon the University’s needs and satisfaction with the services performed and the overall performance of the Contractor. The University reserves the right to renegotiate any term and/or condition as may be necessary to meet requirements for any renewal period. The Successful Offeror will be advised of any proposed revisions prior to the renewal period. Form of Contract: The contract executed with the Successful Offeror will be a Personal Service Contract (PSC) that will be submitted to the Kentucky State Government Contract Review Committee (GCRC) for approval. A sample of the PSC form can be viewed in the "Buyer Attachments" section of this RFP. Successful Offeror must be registered with the Kentucky Secretary of State Office as required by Kentucky law. Offeror does not need to be registered in order to submit a proposal, but will be required to register if awarded the contract. Financial Proposal: Offeror should submit a 'not to exceed' dollar amount for all requested services in accordance with this RFP.
