Combined Sources Sought/Notice of Intent to Sole Source -- Core replacement for an Ultra High Vacuum dilution refrigerator (DR)

BACKGROUND ***THIS IS A COMBINED SOURCES SOUGHT NOTICE AND NOTICE OF INTENT TO SOLE SOURCE*** The National Institute of Standards and Technology (NIST) is seeking information from sources that may be capable of providing a core replacement for an ultra-high vacuum dilution refrigerator (DR) inclusive of delivery and one-year warranty. If no alternate sources are identified, the Government intends to issue a Sole Source Award to FormFactor (4601 Nautilus Court South Boulder, CO 80301) under the authority of FAR 13.106-1(b). The North American Industry Classification System (NAICS) code for this acquisition is 334516. NIST has a need for a core replacement for an ultra-high vacuum DR that meets or exceeds the following draft minimum specifications: One (1) QTY, Core with JT and impedance installed on the Core. The system shall meet the following minimum requirements: The system shall be able to be interchanged with the existing DR core in the NIST FormFactor (previously Janis Research)

UHV JDR-500 project 19870 system. The core will be leak tested at 77 K. Both JT and main impedance flows will be measured and documented. The He flow through the whole core shall be measured and documented. The core will be warranted for one year against leaks at cryogenic temperatures. NIST conducted market research in January of 2024 by speaking with colleagues, performing internet searches, and speaking with vendors to determine what sources could meet NIST’s minimum requirements. The results of that market research revealed that only FormFactor (UEI: SXJ5TMMH5SJ6) appears to be capable of meeting NIST’s requirements. Please offer suggestions for how the requirements could be organized or structured to encourage the participation of small businesses.
