ARPA-H seeks a contractor to procure, configure, implement, operate, provide training, and post go-live support for an end-to end cloud-based Acquisition Lifecycle Management System (ALMS) that leverages a commercially available, low code Platform as a Service (PaaS) that integrates ARPA-H’s capabilities related to core business functions through the entire acquisition lifecycle for a range of procurement methods, including both FAR and non-FAR acquisition vehicles.The Contractor shall ensure that the ALMS is architected to ensure performance, high availability, adaptability and configurability, scalability, compliance, security, user experience, and cost effectiveness. It is the intent of ARPA-H that the ALMS shall leverage Robotic Process Automation (RPA), Artificial Intelligence (AI), and Machine Learning technology to the greatest extent possible to improve acquisition outcomes for the agency including but not limited to streamlining and eliminating repetitive and mechanical
activities that are a part of solicitation creation, proposal evaluation, contact award, administration, and closeout.The Contractor shall also design and implement secure data interfaces and interconnections with other system both internal and external to ARPA-H including required data migration from existing NIH business systems.ARPA-H is actively seeking market research, valuable industry feedback and recommendations on the draft Performance Work Statement (PWS). This RFI serves a dual purpose:1. Seeking Capabilities Statements: The Government is considering a solicitation under FAR 6.302-1(c) for a Brand Name Justification, specifically limiting competition to the to the Appian Commercial Off-The Self (COTS) Platform as a Service (PaaS) and Appian’s existing Software as a Service (SaaS) end-to-end acquisition modules. This limitation will only allow businesses licensed to use Appian’s COTS PaaS to compete under any resulting solicitation. The Government seeks feedback from industry on this approach, including information regarding alternate solutions that may be capable of meeting the Government’s full range of requirements.2. Engagement and Insights Gathering: We encourage industry partners to provide constructive feedback on the draft PWS, particularly regarding system functionalities, compliance with federal regulations, and integration capabilities. The Government also seeks information regarding the Rough Order of Magnitude (ROM) of effort required to fulfill its requirements.
