TSTC is mandated to contribute to the educational and economic development of the State of Texas by offering occupationally oriented programs with supporting academic course work, emphasizing highly specialized advanced and emerging technical and vocational areas for certificates or associate degrees. Our mission, “to place more Texans in great paying jobs,” drives our institution. TSTC is pushing the boundaries in education, making outcomes the driving metric of success. We currently have 11 campuses across the state, with another new campus recently approved by the State Legislature that should be built and operating in the next few years. Purpose: Texas State Technical College (“TSTC”) is soliciting proposals from qualified firms to provide Testing and Balancing (TAB) services on an hourly basis on an “as needed basis”. Firms must demonstrate the ability to provide a very high level of customer service. Qualifications will be evaluated on many criteria deemed to be in the best interest of TSTC, including but not limited to responsiveness to the terms and conditions of this Request for Qualification (“RFQ”), ability to meet specifications, and references. TSTC reserves the right to accept that bid which, in its opinion, is in the best interest of TSTC. This Indefinite Delivery Indefinite Quantity (“IDIQ”) is to cover all 11 campuses plus any future campuses and off-site locations. Multiple awards will be made to companies that can provide the best value to TSTC. TSTC reserves the right to award this contract in whole, in part, or not at all. TSTC also reserves the right to waive informalities and minor irregularities in proposals received, to request additional information, and to negotiate with contractors. Formal presentations may be requested from firms to this solicitation at TSTC’s request. No firm is ensured by any measure of deals. As TSTC requires goods and services, they will be shopped among the awarded firm(s) from this RFQ/IDIQ and others that have purchasing cooperative or state contracts. If a SIGNED Execution of Offer is not submitted the bid will be disqualified (please make sure forms are signed when document is uploaded). TSTC is not requiring a HUB Subcontracting Plan at this time. When a project is awarded to a supplier and the dollar amount exceeds $100,000 a HUB Subcontracting Plan must be submitted with the proposal. Suppliers are not required to meet the State of Texas HUB goals however, TSTC requires that all suppliers make a good faith effort in achieving those goals. This agreement will be for two (2) years with an option to renew for three (3) additional one (1) year periods. If no PAR is submitted with invoice, no payment will be issued. Service/goods must be directly related to the solicitation. 1.1.7 TSTC reserves the right to check references prior to award. This must be fully enforced by the Respondent. 1.2.4 Music: No publicly audible music will be allowed on campus during normal work/classroom hours. 1.2.5 Illegal Drugs and Alcohol: No alcoholic beverages or illegal drugs shall be brought on TSTC property at any time. Any workmen under the influence of either illegal drugs or alcohol or smelling of alcohol shall be permanently removed from the property by the Respondent. 1.2.6 Firearms/Weapons: Pursuant to Section 30.07 Penal Code, A person licensed under Subchapter H, Chapter 411, Government Code, may not enter any TSTC premises with a gun that is carried openly. 1.2.7 Respondent(s) must coordinate the Scope of Work with TSTC. 1.2.8 Proposer(s) must include all costs related to providing the complete services requested and reference the applicable contract number on all quotes. 1.2.9 TSTC will not be responsible for any materials or services not specifically detailed on the quote and approved through a formalized TSTC purchase order.
