DCC and ACC Bylaw Review and Update

Summary DetailsThe City of North Vancouver is requesting responses to this Request for Proposal for DCC and ACC Bylaw Review and Update. The Province of BC recently adopted Bill 46-2023 – Housing Statutes (Development Financing) Amendment Act, 2023, where the Province expanded the list of facilities for which Development Cost Charges (DCCs) can be imposed and also introduced a new tool, Amenity Cost Charges (ACCs), to help local governments finance services and amenities through development. This allows the City of North Vancouver to build a development funding program that takes advantage of the development financing tools available to local governments under the Local Government Act. The City of North Vancouver is seeking submissions from professional, qualified consultants to undertake a comprehensive review and update of the CNV’s existing DCC program as well as developing a new ACC program. The consultant should have experience and knowledge of the Community Charter, Local Government Act, and the new Provincial Legislation. The consultant should also have an in-depth understanding of DCC best practices and the proposed changes associated with the DCCs, ACCs, and other suite of growth related infrastructure and community funding tools.
