The Government will not reimburse the respondents for any costs associated with the information submitted in response to this request. Additionally, this SS notice does not guarantee that the government will issue a request for proposals. This Sources Sought Notice is for market research purposes only.Requirement:The National Weather Service (NWS) has a need to maintain and improve the tsunami warning system in the Caribbean. The contractor shall provide on-site support for 24 hours, 7 days per week delivery of real-time seismic and sea level data that meets the CARIBE EWS requirements, the Pacific Tsunami Warning Center (PTWC), the National Tsunami Warning Center (NTWC) and other agencies such as the US Geological Survey’s National Earthquake Information Center (USGS/NEIC).The contractor shall continuously maintain
telephone and satellite communications and shall perform all necessary upgrades to ensure continuity of telecommunications capabilities when public and advertised communication lines become saturated. The contractor shall maintain computer and online resources to ensure continuous relay of data, to include high impact events such as timely and precise earthquake information and tsunami warnings.Contractor will assist in fulfilling the legislative direction provided in 33 USC Chapter 45, Section 3203, for the Caribbean region.Anticipated Period of Performance:29 September 2022 till 28 September 2023Current Contract: The current contract under which this service is being provided is 1305M220PNWWG0460. Since 2003, role has been fulfilled by the Puerto Rico Seismic Network (PRSN). The PRSN has maintained a partnership with NOAA, the University of Puerto Rico, the Government of Puerto Rico and the State Emergency Management Agency to continue to operate with on-site personnel 24 hours per day, 7 days a week for the benefit of NOAA’s Tsunami Warning Centers (TWC), as well as residents and visitors of Puerto Rico, the Caribbean, and adjoining regions. The PRSN also continues to improve its existing local and regional tsunami warning capabilities by upgrading and maintaining seismic, sea level, communications and operational infrastructure, and providing training opportunities for its staff and partners. Efforts are also made to advance the local and Caribbean Tsunami Warning System within the context of the United Nations Educational, Scientific and Cultural Organization (UNESCO) Intergovernmental Oceanographic Commission (IOC) Intergovernmental Coordination Group for the Tsunami and Other Coastal Hazards Warning System for the Caribbean and Adjacent Regions (ICG CARIBE EWS).The existing contractor operates, monitors, and maintains the existing network of 24 broadband stations and 4 short period stations, and over 120 seismic stations from the Caribbean and adjoining regions which provides the tsunami warning IAW 33 USC Chapter 45, Section 3203.
