described on the bid price sheet and in the body of this solicitation. The School District will issue purchase orders on an as needed basis. SERVICES TO BE PROVIDED The Official’s Association Assignment Officer shall have the sole responsibility for assigning officials in accordance with the Florida High School Athletic Association (FHSAA) Officials Guidebook, Constitution, Bylaws, Operations and Finance Policy and must be an approved Official Association with the FHSAA. Associations must only bid on the sports they are sanctioned to represent, SANCTIONS MUST BE IN PLACE AT THE TIME OF THE BID OPENING and must be able to service all of the Middle and High Schools in Osceola County, to include any new schools built during the term of this bid. Association’s Assigners shall use Arbiter Sports for scheduling and tracking officials that are in compliance with the Jessica Lunsford Act. The Assignment Officer shall rule on any circumstances concerning assignments of officials not specifically covered in this contract. A. Home contests shall include all: 1. Pre-Season Games and/or Classics 2. Jamborees 3. Regular Season a. Varsity b. Non-Varsity c. Middle School d. Elementary 4. Holiday Tournaments 5. Shootouts 6. Post Season Bowls 7. District Tournaments 8. Home games at a neutral site such as: a. Government or Professional Team Facilities b. Disney’s Wide World of Sports c. College Stadiums and Arenas d. Citrus Bowl e. Kissimmee Civic Center f. Osceola County Stadium 9. FHSAA Regional Tournament playoff contest played at each host school are assigned officials by the FHSAA. B. Pregame and School Responsibilities: 1. Written schedules of all home contest site and start times shall be furnished to each association official prior to the start of the season. 2. The member of the officiating crew shall be at the game site, in uniform thirty (30) to forty-five (45) minutes prior to game to perform pre-game duties and to start the game in accordance with FHSAA Regulations. a. If running late, it is the responsibility of the official to contact the Athletic Director and/or Head Coach of the host school as soon as reasonably possible. 3. The section of the FHSAA Officials Guidebook entitled “Schools Responsibility to Contest Officials” shall be part of this contract including but not limited to: a. A School official greeting the officials prior to the game. b. Providing a private secure parking area (if available) for officials to discourage fan interference and personal protection for the contest officials; plus fan crowd control with school employee administrators and/or law enforcement. c. Providing a secure dressing facility (if available), refreshments and provide an escort after the game. 4. The individual schools are responsible for keeping the Athletic Director’s and Head Coach’s name and contact information updated on Arbiter. C. Pricing: 1. Each school shall have a quote done by each Association after their schedules have been submitted into Arbiter. 2. The quotes shall be sent to the Coordinator of Athletics. 3. All reconciliations have to be completed within the fiscal school year July1 – June 30. 4. No credits shall be carried over to the following school year. D. Cancellations and Suspensions: 1. Each School Representative shall notify the Official Association in writing via email not less than 24 hours to the scheduled game time. 2. If a contest is in progress and suspended because of an unforeseen event, and the contest is to continue from the point of suspension on a different date, the Official’s Association shall make every effort to have the same officials complete the game. 3. If an official fails to appear for a game, the school official shall notify the Official’s Association so appropriate action can be taken. 4. If an official has not been notified of an event being cancelled the official shall be paid for travel. E. Scratching of Officials: 1. Each school may scratch up to two (2) officials per sport. a. The Athletic Director and/or his designee and the Association will meet to discuss the reason(s) for scratch. b. Scratch would include all home and away games in the School District and would include pre-season, regular season, and district games.
