DEPUTY DIRECTOR OF PUBLIC WORKS & UTILITIESVILLAGE OF COTTAGE GROVE, WISCONSINDeputy Director of Public Works & Utilities – Village of Cottage Grove, Wisconsin (7,303). Strategically located just 15 minutes east of downtown Madison and one hour west of Milwaukee, Cottage Grove combines the convenience and amenities of the greater Madison area with the independence and friendliness of a small town. Rapid population growth and development, combined with an enviable lifestyle amid beautiful settings and outdoor recreation options, make Cottage Grove an exciting professional and personal choice. The Village seeks a skilled professional to direct and manage the Village’s Public Works Department, including water and sewer utilities.This newly created position will be important addition to the Village’s management team, working cooperatively with the Director of Public Works/Deputy Village Administrator. Cottage Grove is a full-service municipality. The Village is about 4.7 square
miles, and is anticipating continued growth in residential and commercial development. The village is the leading location for a new, 3.4 million square-foot Amazon fulfillment center and warehouse. The Deputy Director of Public Works & Utilities is responsible for directing and administering the activities of the Public Works Department, including the water and sewer utilities, storm sewers, street reconstruction and maintenance, snow and ice removal, and maintenance of public facilities. Working cooperatively with the Director of Public Works & Utilities/Deputy Administrator, the position involves planning and coordinating the programs and services of the department, formulating departmental goals, preparing the departmental budgets and establishing standard operating procedures and policies for the department. The Deputy Director helps prepare and present the operating and capital budgets for public works and both utilities totaling more than $5.3 million (over three funds). Annual capital spending averages $3 million, with about half dedicated to the utilities. The Deputy Director will be responsible for the supervision of all Public Works & Utilities staff, currently comprised of seven FTEs plus two seasonal employees, including one utility clerk, one foreman, four public works technicians and one utility operations technician.  Cottage Grove utilities consist of three community wells, 37 miles each of separate water and sewer mains, and four lift stations; it serves approximately 2,500 residential and commercial customers. The new Deputy Director can expect to: Help the Director of Public Works/Deputy Village Administrator in the smooth transition of overseeing the operations of the streets division and two utilities, with the Deputy Director taking-on and performing administrative and supervisory functions previously handled by the Director.Updating all capital improvement programs for the Village and the utilities. Oversee new projects that are anticipated with the growth of the Village. In concert with the Director, assist in examining, planning and developing future organizational changes to the department, while maintaining the efficiency of cross-trained employees. Take on the process of discharge permit renewals required by the State of Wisconsin. Meet the high standards of service quality that the utilities’ customers have come to enjoy.  The Deputy Director can expect to maintain high customer service expectations and assure that the organization’s culture is focused on responsiveness to the community.Examine staffing levels, workforce deployment and retention issues, and succession planning needs. The successful candidate will:Have a record of responsiveness, problem solving and decisiveness; Possess a passion for public service; and Have a desire to work collaboratively with Village departments in the delivery of Village services.  Qualified candidates should have: An associate’s degree; A bachelor’s degree in business, public administration, or civil engineering is a plus.Five plus years of progressively responsible positions in municipal public works, utilities or any combination of education and experience that provides equivalent knowledge, skills and abilities, including supervisory experience. The ability to obtain Wisconsin DNR operator certifications for water and wastewater utilities within 12 months of employment.The ability to obtain a Wisconsin Commercial Driver’s License (CDL) Class B within six months of employment.Well developed skills in effective service delivery, project and time management, creative problem solving and team building.Excellent interpersonal, communication and listening skills. The Village is most interested in finding the best candidate for the job, and that candidate may be one who comes from a less traditional background.
