Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA) intends to solicit from a single source with the Caliper Corporation to ensure the HEPGIS website meets the latest USDOT public website IT security requirements and to further improve the website in disseminating performance-based planning and research project outcomes to a wider audience. The goal is to provide a better and more relevant decision supporting website for FHWA Division offices and other FHWA key stakeholders for advancing transportation planning, programming and research activities. The HEPGIS website is a public web-based interactive geographic map server that allows users to navigate, view and print geo-spatial maps using only a web browser. The HEPGIS website has tabular capabilities to retrieve, sort, print, download and email geo-spatial data. In addition to map and table functionalities, HEPGIS has unique matrix manipulation capabilities, producing desire line maps on the fly displaying origin-destination information based on input from the interactive user interface. There are no other websites known to FHWA throughout the country to have such origin-destination commodity flow displaying functionalities. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm’s capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
