Ontario Field Station - New Paving and Site Improvements

Opportunity Summary
ITB PURPOSE:
The purpose of this Invitation to Bid ("ITB") is to establish a Contract for the excavation, backfill and asphalt placement for the Ontario Field Station for the benefit of Oregon Department of Fish and Wildlife. The Work will take place in Malheur County, Oregon. The Work contemplated under this Contract includes all labor, materials, transportation, equipment and services for, and incidental to, the completion of all construction work in connection with the project described in the Contract Documents.

MANDATORY PRE-BID CONFERENCE:
A mandatory pre-bid conference will be held on April 14, 2021 at 11:30 AM Mountain Time, 10:30 AM Pacific Time, located on site at the Ontario Field Station, 3814 Clark Blvd., Ontario Oregon 97914.

THOSE ARRIVING AFTER THE CONFERENCE HAS STARTED WILL NOT BE ALLOWED TO ATTEND.

Due to COVID-19 restrictions, the following will apply:
1. Masks will be worn when adequate spacing is not

possible.
2. There will be a maximum number of people allowed in the conference at one time. If there are space constraints, ODFW may divide attendees into groups and provide successive conference times for each group. Additionally, ODFW may limit attendance to one representative for each attendee.

Any statements made at this conference will not change the Plans, Specifications or other Contract Documents unless an Addendum has been issued from ODFW and advertised on the ORPIN System.

BIDDERS OR THEIR REPRESENTATIVE ARE REQUIRED TO ATTEND THE MANDATORY PRE-BID CONFERENCE AND REGISTER ON THE OFFICIAL SIGN IN SHEET, IDENTIFYING THE INDIVIDUAL REPRESENTATIVE AND THE ENTITY INTENDING TO BID. BIDS WILL ONLY BE EVALUATED FROM BIDDERS OR THEIR REPRESENTATIVE WHO REGISTERED AND ATTENDED THE ENTIRE MANDATORY PRE-BID CONFERENCE, AND ALL OTHER BIDS WILL BE CONSIDERED NON-RESPONSIVE.

PROJECT ESTIMATE: The following is a project estimate for bonding purposes: $145,000

PROJECT COMPLETION DATES:
PROJECT START DATE: 7 calendar days from issuance of Notice to Proceed.
SUBSTANTIAL COMPLETION: No later than June 15, 2021
FINAL COMPLETION: No later than June 30, 2021

LIQUIDATED DAMAGES:
Liquidated damages of $500 per day will apply to the Contract resulting from this ITB. (See Exhibit 5 for detailed information)

PROJECT DESCRIPTION:
Contractor shall provide all necessary expertise, labor, equipment, materials, incidentals, and remaining permits required to excavate, backfill, and place asphalt for driveway access, driveway, and parking area for Ontario Field Station.
