Excerpts from the RFP:
1.01     Purpose
The purpose of this Request for Proposal (RFP) # 58819026
is to solicit applications that will enable the Iowa Department of Public Health (referred to as Department) to select the most qualified applicant to provide education to Iowa community members on substance abuse prevention, particularly opioid and prescription drug abuse; build capacity of organizations who need to broaden understanding of opioid and prescription drug abuse; and form coalitions and partnerships to address the growing crisis.
AmeriCorps is a national service program funded by the Corporation for National and Community Service (CNCS).  CNCS is a federal agency established in 1993 to engage Americans of all ages and backgrounds in intensive community-based service.  In exchange for their service, AmeriCorps members may receive a living allowance to defray costs while serving and, upon successful completion of their term, an education award to help finance their college education, vocational training, training approved by the Secretary of Veterans Affairs, or to repay qualified existing student loans.  Successful programs utilize service as a strategy to meet community needs, while supporting the development and growth of the AmeriCorps members serving with the organization.
The purpose of AmeriCorps State is to engage AmeriCorps members in direct service and capacity-building activities to address unmet community needs.
The organizations that receive grants are responsible for recruiting, selecting, and supervising AmeriCorps members to serve in their programs.

The Department is actively working to strengthen our capacity to address health inequities in Iowa.
Health equityis defined as the attainment of the highest possible level of health for all people by achieving the environmental, social, economic and other conditions in which all people have the opportunity to attain their highest possible level of health. This program promotes health equity through using AmeriCorps members to increase the dissemination of substance abuse resources and information to all population throughout Iowa.
1.02     Project Period and Contract Term
The project period shall be from July 1, 2019 to November 30,2020.
The Department expects the initial contract period to be a I5 month term from July 1, 2019 to November 30,2020. The Department shall have the option to renew the contract at its sole discretion for up to two additional one (1) year terms subject to review of the continuation application, contractor performance and compliance with the terms and conditions of the contract, availability of funds, program modifications, or any other grounds determined by the Department to be in Department’s best interests.
