Special Notice: Point of Care Software Interface SystemThe Naval Medical Center Portsmouth, VA (NMCP) & Langley Air Force Base, VA (AFB).  NMCP and Langley AFB have a requirement for a software interface system that connects point-of-care test results and instruments to the Department of Defense Composite Health Care System (CHCS)/Genesis health record system.  The interface system should track user certifications, reagents lot numbers, quality control, calibration, and expiration dates.  The requirement includes providing all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items as necessary.  Other tasks include managing overall implementation, organizing the necessary resources to provide technical guidance, installation, testing, support for system configuration, training, and annual technology license.  The system software should interface through VPN connections and all supplied software shall be certified free of malicious

codes/damaging properties such as viruses, Trojan horses, worms, spyware etc.  Software maintenance releases shall be provided as soon as possible after release but no later than 14 days after releaseThe software system shall have the ability to interface the below devices:Abbott i-STATAbbott Precision GlucoseRoche ACCU-CHEK® Inform IIRoche CoaguChek® XS Plus/ProNova StatStrip Glucose ModuleQuidel Sofia ModuleSiemens Healthineers DCA Vantage ModuleSiemens Healthineers Clinitek Status ModuleIL AVOXimeter 1000E ModuleManual Test EntryThis Special Notice is issued to assist the Contracting Officer in conducting market research to establish if two or more responsible participants are present on SAM.gov that can provide the required supplies.Submission Instructions:1. Please respond with a maximum of five (5) pages white paper response. The white paper should document the potential Offeror’s ability (or inability) to meet the requirements as indicated in the description above and highlight any other information requested by the Special Notice.2. Please save the white paper as a MS Word document. Please send the white paper as an attachment to an email using “SAM.gov Special Notice FY23 – Point of Care Software Interface System” in the Subject line.3. Responses, both positive and negative (ability or inability), shall be provided via email to:kathleen.s.gorelick.civ@health.mil4. Responses (closing date) are requested no later than 10:00 AM, Eastern Time, 16 November 2022.5. Questions are permitted, but should be restricted to items that if unanswered would limit a potential Offeror’s ability to respond accurately as to their capability to provide the required services. The deadline for questions is 10:00 AM two business days before the closing date of the Special Notice.6. All communications shall be restricted to email. Defense Health Agency (DHA) will not accept phone calls.7. Release of this Special Notice does not guarantee that a solicitation will be forthcoming, nor does it in any way limit the Contracting Officer’s ability to set the acquisition strategy for any potential future requirements.Administrative Information:1. The period of performance for this sample requirement includes a base period of 12 months and four (4) 12-month option periods; for a total of 60 months (if all options are exercised).2.
