Tulsa Public Schools (TPS) is inviting proposals to provide follow-up crisis support services to students through the federal grant program known as Project AWARE (Advancing Wellness and Resiliency in Education). Project AWARE aims to develop a sustainable infrastructure for school-based mental health programs and services. With this grant program, SAMHSA (Substance Abuse and Mental Health Services Administration) SEE EXHIBIT 1- aims to promote the healthy social and behavioral development of school-aged youth and prevent youth violence in school settings. TPS’ crisis response plan, developed in response to OK House Bill 4106 (2022), requires schools maintain a mental health crisis response plan and coordinate with a CCBHC to provide referrals/services for students in crisis. Project AWARE funding expands this program and maintains TPS compliance with state law and funding requirements. The agency fulfilling this contract must have experience providing rapid crisis response and
wraparound services to Tulsa Public Schools. 2. PROFILE: TPS is the largest school district in Oklahoma. The district contributes significantly to the economic base of the area, employing over 5,520 employees. Approximately 33,572 students are enrolled in 77 elementary/Pre-K schools, middle and junior high schools, and senior high schools as well as over 46 Career and Technology Education programs around the district. 3. PERIOD OF CONTRACT PERFORMANCE & TIMELINE: The performance period for services subject to this solicitation shall be for an initial term commencing award – June 30, 2025, with the option to renew for four (4) additional, consecutive, one-year terms. QUESTIONS REGARDING THE RFP: Email any technical issue and specification questions about this RFP to the Purchasing Department at RFPpurchasing@tulsaschools.org 4:00 p.m. on April 9, 2024. Include a phone number and reference the specific section of the proposal in question. All questions must be submitted in writing. Questions and answers will be distributed to all suppliers solicited to avoid any unfair advantage. These guidelines for communication have been established to ensure a fair and equitable evaluation process for all respondents. Any attempt to bypass the above lines of communication may be perceived as establishing an unfair or biased process and could lead to disqualification as a potential supplier. 5. CONTRACT ADMINISTRATOR: This individual shall serve as a monitor of the conditions of the contract and shall work directly with the Supplier daily in scheduling and coordinating the performance of services, answering technical questions in connection with the scope of work, and providing general direction under the resulting contract. The following individual(s) are identified to use all powers under the contract/agreement to ensure enforcement in the performance of the Supplier by TPS: Stephanie Andrews, Executive Director of Student and Family Service for TPS. 6. STATEMENT OF NEED: 6.1 TPS Student Need: TPS student outcome data suggest that the students in TPS often struggle with unmet social, behavioral, and mental health needs, and these needs negatively impact school climate and student outcomes. The district has more than 240 school-employed counseling and social services staff at the district and campus levels who implement an array of services and support designed to address these needs.
