Waste Management Area and Areas of Potential Concern Services

The Department of Homeland Security (DHS), Office of the Procurement Operations (OPO), intends to enter into negotiations on a sole source basis with the Arcadis U.S. Inc., 110 West Fayette Street, Suite 300, Syracuse, NY 13202.  This requirement will result in a Time-and-Material contract. The contractor will provide waste management area services.  This effort will include evaluating the remaining former waste management areas (WMA) and Areas of Potential Concern (AOPC) on Plum Island, implementing appropriate actions per regulatory agencies. The project will involve a diverse and variable scope of work including: land clearing; surveying; test-pit operations and subsurface-waste removal; waste area delineation mark-out and survey; several metes and bounds surveys; soil borings; temporary and permanent well installation; test-pits; groundwater and soil sampling and analysis; providing cost analysis for two waste areas for capping vs. remediation; and extensive reporting.  The proposed contract action is for services which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested sources may identify their interest and capability to respond to the requirement.  Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
