N0016418DJM05/N0016418DJM29 - SOLE SOURCE - SUBMARINE VALVE REGULATED LEAD ACID (SVRLA) BATTERIES – FSC 6140 – NAICS 335911Issue Date: 10 February 2023 – Closing Date: 25 February 2023 – 2:00 PM Time EasternNaval Surface Warfare Center (NSWC) Crane has a requirement for Submarine Valve Regulated Lead Acid (SVRLA) battery B-cells & C-cells, packaging, monthly storage, boosting, shipping & installation trays, tray covers, reusable shipping containers, maintenance, and data as required in support of PMS 392. The battery cells under this procurement will be related to Los Angeles, Ohio, Virginia, Sea Wolf, and Moored Training Ship class submarines. The proposed contract action is for the supplies or services for which the Government intends to award a modification to increase the current contractual ceilings with EnerSys Energy Products, Inc. (N0016418DJM05) and Stryten Energy, LLC (N0016418DJM29) on a sole source basis in accordance with the statutory authority 10 U.S.C. 3204(a)(1) as
implemented by FAR 6.302-1(a)(2)(iii). The basis for restricting competition is the substantial duplication of cost not expected to be recovered through competition and unacceptable delays in fulfilling the agency's requirements associated with the strenuous qualification testing an SVRLA battery produced by a source other than EnerSys Energy Products, Inc. or Stryten Energy, LLC would have to undergo.All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of re-evaluating the justification for sole source or limitation of sources and making a determination to change the acquisition strategy to a competitive procurement.
