Project: Delaware Contraceptive Access Now (DECAN) Family Planning Services Ref. #: HSS-24-002 Type: RFP Status: Open Open Date: Nov 16th 2023, 8:00 AM EST Questions Due Date: Jan 8th 2024, 11:00 PM EST Close Date: Feb 23rd 2024, 1:00 PM EST Days Left: < 1 Project Description:The Delaware Family Planning Program consists of the Delaware Contraceptive Access Now (DECAN) Program and the Title X Family Planning Grant targeting low income, under/uninsured, and hard-to-reach populations, including racial and ethnic minorities, the homeless, and teens. The Family Planning program, partially funded by the Title X grant, is administered through the Division of Public Health’s (DPH) Family Health Systems (FHS) Section. Services are delivered by DPH Family Planning and Sexually Transmitted Disease clinics housed in State Service Centers, and contracted provider organizations. The Family Planning program also has working relationships with the Health Promotion and Disease Prevention Section

(including STD, HIV, and Immunization Programs), Public Health Laboratory, and Laboratory Corporation of America. The focus is to provide voluntary family planning services for both men and women as they plan their families, reducing unintended pregnancies and improving access to and delivery of a full range of contraceptives methods at low or no cost. Services will include: postponing, preventing, achieving, or facilitating the spacing of pregnancy. The Delaware Family Planning program would continue to sustain the provision of offering a broad range of acceptable and effective family planning methods and services, (including natural family planning methods – also called fertility awareness). The program would also continue to provide patient and provider sexual and reproductive health education; examinations; and referral services as indicated. Priority would be given to low income women, men and teens in Delaware, with an emphasis on reaching disenfranchised communities that have not traditionally sought services.
