Excerpts from the RFP: Purpose The purpose of this Request for Proposal (RFP) # 58823023 is to solicit
applications that will enable the Iowa Department of Public Health (referred to as Department) to select the most qualified applicants to provide services that apply the Strategic Prevention Framework (SPF) to address the substance use prevention priorities of reducing excessive adult alcohol misuse and preventing alcohol-involved deaths. The Department is actively working to strengthen capacity to address health inequities in Iowa. Health equity is defined as supporting opportunities for everyone to live the healthiest life possible through the reduction of barriers in environmental, social, economic and other conditions which impact health. This grant promotes health equity through the SPF model and its guiding principle step Cultural Competency which adheres to and promotes 15 Cultural and Linguistic Appropriate Service (CLAS) Standards. Use of CLAS is a way to improve the quality of services provided to all individuals, which will ultimately help reduce health disparities and achieve health equity Schedule of Important Dates (All times and dates listed are local Iowa time.) Since adult alcohol use is the priority, youth focused prevention strategies will not be supported.08/05/2022If our community has already completed the 5 step process for the current IPN grant for substance misuse (to include alcohol), is the county expected to duplicate the steps again, or can they speed up the grant to the implementation phases?Per Section 2.02(A), applicants must complete the SPF steps through the structure provided by the Department, which may have additional expectations from the SPF expectations found in other funding streams.08/05/2022Are there any restrictions on key grant personnel (especially the dedicated staff member) barred from being a lead facilitator of the community coalitions?Per Section 2.02 (C), a coalition/Collaboration Council cannot be composed only of staff from the applicant agency and cannot be led or chaired by the PFS-PAM Coordinator or staff from the applicant agency.
