In accordance with FAR Subpart 5.2, this announcement constitutes a Notice of Proposed Contract Action (NOCA) by the Air Force Life Cycle Management Center, International C2 & Sensors Division (AFLCMC/HBN), Hanscom AFB, MA. This effort will be under office FA2383 AFLCMC HBNK, but due to the status of the SAM system, former HBNK office DoDAAC “FA8730” was used.AFLCMC/HBN intends to execute a Sole Source Contract to Raytheon Technologies to support a software enhancement to the Taiwan SRP’s Early Warning Radar (EWR). Market research has indicated that Raytheon Technologies is the only company capable of meeting Government requirements, as Raytheon Technologies is the primary lead integrator and the Original Equipment Manufacturer (OEM) for the already purchased EWR capability.The acquisition described herein will be an only one responsible source procurement conducted in accordance with Title 10 United States Code (USC) 3204(a)(1) as implemented by FAR 6.302-1. This authority is stated
in the Justification & Approval which will be published after award. A Request for Information was issued on 15 March 2024 under reference ID RFIforTrackEnhancement.The anticipated contract award will be Firm Fixed Price Contract with an eighteen (18) month period of performance.This notice does not constitute a Request for Proposal, nor does it restrict the Government as to the ultimate acquisition approach. In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The Government is under no obligation to acknowledge receipt of the information received, or provide feedback to the respondents with respect to any of the information submitted. Any submission will need to demonstrate how the source can provide qualified capabilities without incurring substantial duplication of costs or unacceptable delays to the program activities. Responses must be received within 15 days of the posted date of this NOCA. Anticipated contract award is on or before 30 September 2024. Such capabilities will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. No RFP will be issued based upon this Notice of Intent. The Government will not pay for any information received in response to this NOCA nor will the Government compensate a respondent for any costs incurred in developing the information provided to HBNK. This notice is not a commitment from the Government.An AFLCMC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisition's solicitation and contract.
