Scope of Services
The Planning Department is looking for the services of one or more firms to provide plan check services on an as-needed basis. The areas of responsibility for the plan check services shall include, but are not limited to, the following: Entitlement Plan Checks / Tenant Improvement Plan Checks / Landscape Plan Checks/ Historic Preservation Plan Checks / Wireless Facility Plan Checks / Residential Improvement Plan Checks / Additional miscellaneous services and tasks associated with Planning Department Plan Check Services and as otherwise may require plan check services.

The City reserves the right to award its total requirements to one bidder, or to apportion those requirements among several Bidders as the City may deem to be in its best interests.

Quantities listed are annual estimates only and not indicative of a guaranteed level of usage. Any items not listed on this bid shall be purchased at equivalent category discount.
Although price is a factor in selection of supplier(s), award may not be made strictly on the basis of low bid. The City reserves the right to waive any immaterial irregularity in any bid if it is determined to be in the best interest of the City to do so.

This solicitation is a Request for Proposal (RFP), typically subject to negotiation, and as such award is based on multiple criteria of which price is only one element in the City’s best value determination. The RFP solicitation usually requires a Response File rather than line item pricing; therefore, a bid tabulation will not be available. Information regarding proposals is publicly available upon submission of a Public Records Request following award.
The City has established a local preference to vendors located within the City limits of Ontario a 1 3/4% advantage in the City's determination of low bid, and a 3/4% advantage of vendors outside the City but within the County of San Bernardino.
