Special Notice
Provide soil analysis for determination and quantification of soil NO3-N (LACHAT FIA), Soil Phosphorous (Bray 1 method, LACHAT FIA), and exchangeable soil cations (K, Ca, Mg, Na) (ICP-OES) using the following specific instrumentation and methods.
This is not a solicitation. This is a notification of an intent to award a single source procurement under NAICS code 541380. The Department of Agriculture, Agricultural Research Service in Mandan, North Dakota will solicit and award a purchase Requires detailed soils analyses for multiple samples taken at various depths. In addition to soil, detailed analyses of plant biomass, animal manure and urine, and extracts from soil and manure will be needed including various chemicals. The Government believes that only one responsible source can provide this requirement.
The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1), only one source and no other supplies or services will satisfy ag

ency requirements. If firms believe they have the technical capability to meet this need, submit a technical capability statement along with business profile to Connie Faulkner at connie.faulkner@usda.gov by 8/20/2021. Any information received will be treated as market research information towards future similar or same requirements. Quotations or proposals received in response to this notice will not be accepted since the synopsis is not a request for proposal.
A determination to compete this action based on the responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via email to connie.faulkner@usda.gov. No faxed documents will be accepted. If no responsive statements are received by 8/23/2021 at 5:00 PM CST, an award will be made to Ward Laboratories.
