The U.S. Department of Commerce (USDOC), National Oceanic Atmospheric and Administration (NOAA), and the National Marine Fisheries Service intends to procure charter vessel services. The Government proposes to conduct scientific research in cooperation with fishery vessels along the coast of the Gulf of Mexico between longitudes 85°40' and 87°00' and south to latitude 29°40' (approximately offshore of Panama City to Pensacola) out to 50m depth (see Figure 1 in the Statement of Work). The objective of the research is to generate indices of relative abundance of federally-managed reef fishes for stock assessments and to inform fishery managers.The contractor will provide their fishing vessel, captain, crew, food/drink for crew, and berthing accommodations equal to that of the crew for up to four (4) NOAA fishery biologists for performing deployment and retrieval of stationary video cameras and fish trapping. The period of performance will be eight (8) days between late-September 2017
through November 2017, weather permitting.This support service is being procured under the guidelines of FAR Part 13, Simplified Acquisition Procedures and Part 12 Commercial Items. The NAICS CODE for this action is 532411. The Eastern Region Acquisition Division (ERAD) requires that all contractors doing business with the Acquisition Office must be registered with the System for Award Management (SAM). No award can be made unless the vendor is registered in SAM. For additional information and to register, please access the following website: http://www.sam.gov.
