Bibliometric Analysis for Technology Watch / Horizon ScanningThe US Naval Surface Warfare Center, Dahlgren Division (NSWCDD), has developed a bibliometric analysis method and toolkit that can ascertain and quantify past and present scientific capabilities of each Naval Sea Systems Command (NAVSEA) Warfare Center, allowing for an assessment of how external communities leverage existing patents or plan to create new ones. This and similar analyses will provide NAVSEA and the Navy an understanding of the current scientific landscape and possible direction of future research opportunities. The Navy’s bibliometric analysis techniques can provide a clear and relevant assessment of institutional intellectual property impacts across academia, governmental organizations, and private for-profit or nonprofit corporations.  This assessment is directly supported by the Technology Watch and Horizon Scanning functionality made possible by the existing toolkit.NSWCDD seeks Cooperative Research and
Development Agreement (CRADA) Partners in the areas of Technology Watch and Horizon Scanning.  NSWCDD is seeking partners that possess the expertise, capabilities, facilities, and experience in bibliometric or scientometric analysis and/or maturing a supporting toolkit.  This opportunity affords partners potential collaboration with Navy researchers to expand upon prior bibliometric analysis assessments of institutional IP for Technology Watch / Horizon Scanning applicationsBibliometric analysis and the supporting toolkit will aid in planning future research efforts, increasing situational awareness of developing and emerging technologies, and maintaining technological superiority.  Utilization may play a role in NSWCDD Innovation Laboratory efforts.  Any company that believes it has the ability to support the efforts outlined above can identify its capabilities by submitting the information to Naval Surface Warfare Center, Dahlgren Division, Dr. John Rigsby, Code 00T, 6149 Welsh Road Suite 203, Dahlgren, VA 22448-5130, or john.rigsby@navy.mil.  The information submitted should include a capabilities statement and relevant intellectual property in the area of analysis or existing software. Responses should not exceed 10 pages in length.  Responses are requested by 05 April 2021.  After reviewing the responses, NSWCDD may request a meeting or teleconference with responding companies to gain further insight into their capabilities.  NSWCDD is not obligated to hold these meetings with any or all respondents.  If NSWCDD decides to meet with a company, it will only meet with those that responded to this notice.  NSWCDD will not reimburse costs for participation in these meetings or teleconferences.  NSWCDD does not intend to pay for the information received.  This is neither a Request for Proposals nor an announcement of a forthcoming solicitation.  Information received will be considered solely for the purpose of selecting a CRADA Partner having the ability and capability to Partner with NSWCDD.
