70--Atlassian brand software licenses and maintenance support

Sources sought for information and planning purposes to identify qualified and experienced sources for an anticipated Firm Fixed Price contract under NAICS code 511210, Software Publishers (size standard of $38.5M). The Department of the Navy requires Atlassian brand name commercial-off-the-shelf (COTS) software license and maintenance support for Jira, Bitbucket, Confluence, Project Configurator for Jira, Jira Service Desk and ScriptRunner in support of Navy Cyber Defense Operations Command (NCDOC). The period of performance for the anticipated contract is a twelve (12) month base period and two (2) twelve (12)-month option periods. Subject to FAR Clause 52.215-3, entitled Request for Information or Solicitation for Planning Purposes, this announcement constitutes a sources sought synopsis for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. This sources sought notice is not to be construed in any

way as a commitment by the Government, nor will the Government pay for the information submitted in response. The Fleet Logistics Center, Norfolk, Virginia is seeking information on qualified and experienced sources for planning purposes in an effort to derive a contract vehicle to supply the Atlassian license and support requirement training as required by NCDOC. The required delivery date is anticipated to be 15 days after award. Reponses to this Sources Sought request shall include the following information in this format: 1. Company name, address, point of contact name, phone number, and email address. 2. Contractor and Government Entity (CAGE) Code. 3. Other Government vehicles (contracts) that may be available to issue orders for the required supplies (i.e. GSA, etc). 4. Size of business - Large Business, Small Business, Small Disadvantage, 8(a), Hubzone, Woman-owned, Veteran-owned and/or Service Disabled Veteran Owned Business. 5. Capability statement displaying the contractorâ€TMs ability to provide the minimum requirements. 6. Include any other supporting documentation. Submissions are to be no more than 2 pages and no less than 12 point font. Responses should be emailed to Donna Curry at donna.curry@navy.mil by 10:00 AM ET on 03 November 2017. Again, this is not a request for a proposal. Respondents will not be notified of the results and the Government is not required to answer any questions submitted in regards to this sources sought notice.
