RFI Prospect Harbor SFS, Maine, Base Operations Support Services

This Request for Information (RFI) is for a planned new contract requirement for the Base Operations Support (BOS) services at the Prospect Harbor Space Force Station (unofficial name), Maine. The contract is planned as a Government Owned Contractor Operated (GOCO) arrangement, which means the BOS contractor will be responsible for the operations of the station, and there will be no station military commander or civilian director at the performance location.With the activation of United States Space Force (USSF), some space requirements are being transferred from other services, such as the US Army and the US Navy, to USSF. Space Operations Command (SpOC) is the USSF Field Command with responsibility for space operations and some US Navy operational space requirements are being transferred to SpOC for responsibility. Space Delta 8 is located at Schriever Space Force Base (SFB), Colorado, with the mission of Satellite Communications (SATCOM) and Position, Navigation and Timing (PNT). The US Navy has transferred responsibility for some satellite systems from Naval Satellite Operations Center (NAVSOC) to Space Delta 8 under the 10th Space Operations Squadron (10 SOPS), headquartered at Point Mugu, California. 10 SOPS Detachment Alfa is located at Prospect Harbor, Maine; Prospect Harbor is currently a US Navy installation and is planned to transfer to USSF SpOC as of 1 Oct 2024.Contract services planned for the acquisition are: a.
