will receive sealed bids for the Spring Avenue Park Improvement Project, City of Greensburg, Westmoreland County, Pennsylvania. All Bids must be delivered to the City of Greensburg no later than 10:00 A.M. on August 9, 2023 at 416 South Main Street, Greensburg, Pennsylvania 15601. Bids will be publicly opened and read aloud at this time in the public meeting room 416 South Main Street, Greensburg, Pennsylvania 15601. Copies of the Contract Documents will be available for downloading after 12:00 P.M. on July 24, 2023 thru the City of Greensburg Website. Bids shall be delivered in a sealed envelope and clearly labeled on the outside with the words “Spring Avenue Park Improvement Project” Bids must be accompanied by a certified check or bid bond payable to the order of the City of Greensburg, in the amount of 10% of the total bid for the Spring Avenue Park Improvement Project. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements

as set forth in the plans, specifications or any applicable statutes of the Commonwealth of Pennsylvania or any municipal ordinances. All work shall be constructed according to the Contract Documents. This project is funded in whole or part with federal funds. Davis-Bacon wage rates and other federal requirements apply and are included in the bid documents. Labor Compliance is mandatory. The bid submittal must include the following documents: Non-Collusion Affidavit of Prime Bidder, Bid Bond, Statement of Bidder’s Qualifications, Certificate of Insurance, Bid Form and Agreement. Pennsylvania Prevailing Wages are required to be paid on this project. Attention is directed to the fact that procurement is subject to all requirements of the Pennsylvania “Steel Products Procurement Act, Act No. 1978-3”. Bidders on this work will be required to comply with Title VI of the Civil Rights Act of 1964. This project is funded by the Westmoreland County Community Development Block Grant (CDBG). Bids may be held by the City of Greensburg for a period not to exceed sixty (60) days from the date of the opening of Bids for the purpose of reviewing the Bids and investigation of Bidders prior to awarding the Contract. The City of Greensburg shall (a) award the construction contract to the lowest responsible bidder therefore, or (b) reject all bids received within sixty (60) days of the date of bid opening; provided, however that the City of Greensburg may, in its sole discretion, delay such award or rejection for up to one hundred twenty (120) days from the bid opening date until the City of Greensburg has received all required approvals from other governmental agencies.
