The new Corporate Yard is to be located at the City owned property at 2200 E. Philadelphia St., Ontario, CA 91761 which is currently the site of the Ontario Soccer Park as well as a portion of the Whispering Lakes Golf Course which will both be relocated. See Exhibit “A” for Project location and approximate site limits. The new Corporate Yard will serve multiple City agencies such as Administrative Services, Public Works Department (Parks & Street Maintenance and Facilities & Fleet Maintenance, and Design & Construction), Fiber Optics Department under Information Technology Services, and the Ontario Municipal Utilities Company (Administrative Services & Integrated Waste Operations, Utilities Engineering Division, Utilities Operations Division and Water Resources). Additionally, the Community Life and Culture Division, Information Technology and the Development Agency may also utilize storage space at the new Corporate Yard. The target construction budget of the Project is $250 million (inclusive of escalation) and may be adjusted depending on the design and scope approved by the City. Other Details It is the Design Entity’s responsibility to become familiar with the contract documents in their entirety., Proposers must submit all questions pertaining to this bid through the City's Online Bid Management System, by selecting the "Q&A" tab. Questions sent directly to City Staff will not be addressed and you will be directed to submit your question(s) online., Although price is a factor in selection of supplier(s), award may not be made strictly on the basis of low bid. The City reserves the right to waive any immaterial irregularity in any bid if it is determined to be in the best interest of the City to do so., Select “Place e-bid” to start entering bid information. Data entered may be “saved” or “submitted” and revised or withdrawn up to the closing deadline., This solicitation is a Request for Proposal (RFP), typically subject to negotiation, and as such award is based on multiple criteria of which price is only one element in the City’s best value determination. The RFP solicitation usually requires a Response File rather than line item pricing; therefore, a bid tabulation will not be available. Information regarding proposals is publicly available upon submission of a Public Records Request following award. Notes All required information and attachments, per the "Request for Proposal" must be submitted electronically via the City's online Bid Management System. The Response File is MANDATORY and the Bid Management System will not accept your submission unless a "Response File" attachment is uploaded. Please upload all requested documents. Vendor must click the “Submit” button at the bottom of the page to receive a confirmation number. Submitted proposals may be saved, modified or withdrawn up to the submission deadline. The bid management system will not accept late proposals and no exceptions shall be made. The Bidder is solely responsible for “on time” submission of their electronic bid. The City will only consider bids that have been transmitted successfully and have been issued an ebid confirmation number with a time stamp from the Bid Management System indicating that bid was submitted successfully. Transmission of bids by any other means will not be accepted. Bidder shall be solely responsible for informing itself with respect to the proper utilization of the bid management system, for ensuring the capability of their computer system to upload the required documents, and for the stability of their internet service. Failure of the bidder to successfully submit an electronic bid shall be at the bidder’s sole risk and no relief will be given for late and/or improperly submitted bids.
