Project Description:The purpose of this Request for Proposal is for a fully integrated cloud ERP system suite of software applications that will include software, implementation services, ongoing training, interfaces, conversion of our current Lawson Infor 10 System historical records, and ongoing support on behalf of EL PASO COUNTY HOSPITAL DISTRICT d/b/a UNIVERSITY MEDICAL CENTER OF EL PASO, (hereinafter UMC).

The scope of the proposed solution for this RFP shall encompass Financials, Human Resources, and Procurement.
EPCHD acquired the Lawson System over two decades ago. Since that time, it has enhanced the system’s capabilities through the implementation of functionality that provides for more modern functionality, such as new modules, more integration, current automation technology, rules engine capabilities, more automated reports, and regulatory integration with government agencies. As the system has evolved, end user training has been inadequate throughout the lifetime of the system. As a result, knowledge of what the system is capable of is limited, especially in those departments that use the system infrequently. We currently are hosted by a third party vendor and over the last year we have experienced many unscheduled outages that root causes point to the vendors inability to be diligent with their system operating procedures and change control.
Infor 10 will be decommissioned. The next version of Lawson is Infor 11, which is a Cloud based system with a completely different platform and will require a complete conversion. EPCHD is interested in updating the technologies to our most current ability to take advantage of the tools that will assist in improving the integrity of the processing. In assessing the Integration, Automation, Regulatory, and Reporting needs we have identified the current system only meets 50% of the integration needs and only meets approximately 10% of the Automation, 10% of Regulatory and 10% of the Reporting need.
