This is a sources sought notice for information and planning purposes only. The intent of this announcement is to identify qualified and experienced sources capable of providing a Personal Water Craft (PWC) Water Rescue Course of Instruction (COI). The COI shall consist of but not be limited to the following:• Basic Jet Ski function• Maintenance, Care and Repair• Launch and retrieval from trailer, pier and beach• Craft maneuverability and operability in both the open water ocean and the bay during the day and at night• Moving in and out of the surf zone with a loaded Rescue Sled during the day and at night• Swimmer rescue procedures during the day and at night• Safety considerations to include near shore hazards/problems and nonorganic seafaring traffic• The contractor shall furnish enough training personnel, Jet Ski water craft and safety equipment (Helmets, Personal Floatation Devices [PFDs], Rescue Boards, etc.) to train no more than 20 students through 5 days of instruction.•
Contracted instructors shall have 10+ years of experience in their field and prior experience training military units in Personal Watercraft/Rescue Watercraft safety procedures and have the following certifications:o National Safe Boating Council Certified Instructor (NSBC) Certification for Personal Watercraft (PWC)o Night Qualified Training Instructor Certificationo Contractor shall provide a National Association of State Boating Law Administrators (NASBLA) Approved Course CurriculumThis is not a solicitation announcement for quotes and no contract will be awarded from this announcement. It is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response.NAICS Code: The NAICS Code for this requirement is 611620, Sports and Recreation Instruction.Anticipated Contract: The proposed contract is anticipated to be a single or multiple award, Firm Fixed Price (FFP) Indefinite Quantity Indefinite Delivery (IDIQ) type contract with a five (5) year performance period.Responding contractors shall provide a capability statement detailing their ability to provide and deliver the requested chemical storage container. The capabilities statement must be presented in sufficient detail for the Government to determine that your company possesses the necessary technical expertise and experience to compete for this acquisition. Contractor's response shall also include the following information and can be submitted in your own format: 1. Company name, address, POC name, phone number, fax number and email. 2. Contractor and Government Entity (CAGE Code). 3. Size of business - Large Business, Small Business, Small Disadvantage, 8(a), Hubzone, Woman-owned and/or Veteran-owned. 4. If the items can be solicited from a GSA schedule, provide the GSA contract number. Submissions are not to exceed six (6) typewritten pages in no less than 12 font.Reponses to this Sources Sought request should reference H92240-17-T-0022 and shall be submitted electronically at WCM-CONTRACTS@socom.mil by 24 May 2017. All technical questions and inquiries may be submitted within the response. The Government does not anticipate providing answers to submitted questions.
