Title: Document Remediation Services Number: 0000012173 Published Date: 03/11/2019 3:00PM PDT Due Date: 06/30/2021 5:00PM PDT Agency: CA Transportation Commission Description: Per Assembly Bill (AB) 434, each state agency or state entitys director and chief information officer shall post a signed certification of compliance with Government Codes (GC) 7405 and 11135 and the Web Content Accessibility Guidelines 2.1 before July 1, 2019 and before July 1 biennially thereafter. To ensure the compliance of the California Transportation Commission (CTC) website, CTC is seeking a contractor to assist in document remediation for specified documents that do not meet current American Disability Act (ADA) standards. The Contractor shall provide document remediation services to enable CTC to comply with AB 434 certification requirements on a task order basis. The Contractors remediation service shall include: i. Remediation assistance per task order. The Contractor shall remediate
documents for CTC on an as-needed basis. Documents may include but are not limited to text, pictures, agency stamped resolutions, maps, technical engineering exhibits, and scanned documents. File types may include but are not limited to: Microsoft Word (.doc, .docx), Microsoft Excel (.xlsx), Adobe PDF (.pdf). ii. All remediated documents must be tagged with the correct PDF/UA Identifier in the metadata. iii. All documents certified as being remediated and found to contain errors or omissions shall be corrected by the contractor at no cost to CTC. iv. CTC reporting requirements will include regular project status reports, as requested by CTC. v. CTC shall provide limited subject-matter expert (SME) support for Alternative Text (Alt-Text) descriptions of technical drawings or other complex content (charts, graphs, etc.) however the contractor will be expected to enter alt-text if assistance is not available or the content is self-descriptive. vi. At the end of each task order, the contractor shall provide a report showing that all checkpoints have been tested and all documents pass the checkpoints for the WCAG 2.1 AA, HHS, or PDF/UA standards (as identified by CTC).
