The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) issues this Request for Quotes (RFQ) for a firm fixed-price contract for: The ARS USDA ARS GIFVL Chatsworth, NJ 08019GIFVL is requesting Quotes from interested Vendors for: The ARS GIVFL Hyperspectral camera system. With extended VNIR (visible and near-infrared) capability (i.e. wavelength from 600 nm – 1700nm). Dedicated light and software system included.  The GIFVL is acquiring: Hyperspectral spectrometer system with accessories and characteristics listed below.1.            Extended VNIR (wavelengths 600-1700 nm), 267 spectral bands, 640 spatial bands, Dispersion 4.1 nm/pixel2.            Image capture and analysis software3.            Lens (480-2500 nm, with aberration-corrected design)4.            Low-scatter convex diffraction grating for low stray light performance5.            Reflective design to eliminate chromatic dispersion6.            Dedicated light system (quartz, tungsten,

halogen) to provide the full range of light from visible to near-infrared7.            No transmissive optics8.            At least 1 yr hardware and software warranty with technical support9.            At least 1 day of training on system set up and operation10.         Dedicated processor with at least 1 TB of storageThe solicitation document, with the incorporated clauses and provisions, is issued in accordance with the Federal Acquisition Regulation (FAR) Parts 13 Simplified Acquisition Procedures for Commercial Items.  Interested vendors should reference the solicitation documents for all terms and conditions, evaluation factors and submission requirements.  Award will be Firm Fixed Price (FFP).The associated NAICS Code is 334516Notice of Set-Aside for Small Business Concerns:  N/A The Government intends to award a Firm fixed-price contract. SELECTION PROCESS: Pending availability of funding, the basis for any potential award is Lowest Price Technically Acceptable (LPTA). "LPTA" means the expected outcome of the acquisition that, results from selection of the lowest evaluated price (evaluated as total cost of all line items) technically acceptable quotation that fully meets all specifications and having satisfactory past performance. Only the lowest priced quote will be evaluated for technical acceptability (to be based on the specifications). The next lowest offer will only be evaluated if the aforementioned quote is not found technically acceptable (and so on).
