INTRODUCTIONThe Bay County Board of County Commissioners (County) seeks bids from qualified contractors for the construction of paved shoulders on CR 2297 Allanton Rd from Poston Road to Blue Heron Drive. The project is for the Construction with CEI to be managed by Bay County for the CR 2297 Allanton Road from Poston Road to Blue Heron Drive Project. The project will consist of constructing 5' paved shoulders through the CR 2297 curve, and installing speed limit and speed feedback signs in advance of the CR 2297 curve. The project will also include upgrading signage and pavement markings by installing curve warning signs, raised pavement markers along the centerline and edgeline, as well as installing chevron signs through the curve. No additional right-of-way will be required for the project. The project is being funded by a Florida Department of Transportation (FDOT) Local Agency Project (LAP) Agreement #444029-1-58-01. It is imperative that Bidders examine and become familiar with
the Local Agency Program established by the Florida Department of Transportation (FDOT). Funding for the project has been made possible through this grant and is contingent on strict conformance to the guidelines set forth by FDOT and the Federal Highway Administration. Bidders will comply with the Local Agency/Federal Aid Contract Requirements shown at Exhibit 5. QUALIFICATIONSThe Prime Contractor or Subcontractor shall be qualified in, under Rule Chapter 14-22, Florida Administrative Code, the following major classes of work: 1) Flexible Paving, 2) Grading, 3) Grassing, Seeding and Sodding, 4) Hot Plant-Mixed Bituminous Courses, 5) Pavement Markings, and 6) Roadway Signing.Vendors shall be licensed in trades if licenses are required. Vendors shall identify subcontractors that are providing services requiring a license under Florida law. Bids may be deemed nonresponsive if not accompanied by proof of any required State of Florida license.MANDATORY PRE-BID MEETINGA MANDATORY Pre-Bid Meeting will be held at 10:00 am (CDT) Tuesday, April 2, 2024 in the in the Board of County Commissioners Public Works Conference Room, at 840 W. 11th Street, Suite 2500, Panama City, Florida 32401.Note: Respondents shall attend the pre-bid meeting. Any respondent who fails to attend will be deemed non-responsive and automatically disqualified from further consideration. The purpose of this meeting is to familiarize respondents with the project and answer questions. All respondents must be present and signed in prior to the start of the Mandatory Pre-Bid Meeting. The convener of the meeting will collect the sign in sheet(s) and the meeting will “Officially” start. Anyone not signed in at the “Official” start of the meeting will be considered late and will not be allowed to propose on the project. Please allow 10 to 15 minutes to sign in prior to the start of the Mandatory Pre-Bid Meeting.In the event that any discussions or questions at the pre-bid meeting or afterward require additional clarification the COUNTY will issue a written summary of questions and answers as an addendum to this Invitation to Bid.BID DEADLINE/DELIVERYELECTRONIC OR SEALED PAPER BIDS for ITB NO: 24-23 CR2297 Safety Improvements Project will be received by the BOARD OF COUNTY COMMISSIONERS OF BAY COUNTY, FLORIDA up until 2:30 pm (CDT) Tuesday, April 23, 2024. Bids will be publicly opened immediately following the deadline. ANY BID RECEIVED AFTER THE SPECIFIED TIME WILL NOT BE CONSIDERED.Bids for this solicitation may be submitted either electronically via the County’s Bonfire Web portal or by paper, sealed and delivered to the Board of County Commissioners Purchasing Department, at 840 W. 11th Street, Suite 2500, Panama City, Florida 32401. Bidders electing to submit paper bids should submit one (1) original bid package. Bids shall be enclosed in a sealed envelope bearing the title of the work, the name of the bidder, and the date for opening. It is the sole responsibility of the bidder to ensure that the bid is received on time. Each bid shall be valid to Bay County for a period of ninety (90) days after the bid opening.
