USSOCOM ATL-KS intends to solicit on other than full and open competition basis for renewing a Congressional Legislative Database and Research Service called CQ-ROLL CALL, INC.  The procurement is being processed through other than full and open competition pursuant to the statutory authority of FAR 13.501(a).  The Government intends to solicit and negotiate with CQ-ROLL CALL on a sole source basis.  This notice of intent is not a request for competitive proposals. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government. The anticipated date of award is 14 September 2017. A determination by the Government not to compete this requirement, based on responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct

a competitive procurement.1.0 Background:The USSOCOM Legislative Affairs is renewing a Congressional Legislative Database and Research Service called CQ-ROLL CALL, INC (Contract #FA4814-12-C-0004). This service allows the SOLA to conduct daily research on a variation of on congressional matters.2.0 Objective:This Statement of Work (SOW) details the requirements for the support of USSOCOM Legislative Affairs office to conduct their daily duties in order to keep the Command informed on congressional atmospherics.3.0 General Requirements:The service provider shall provide all deliverables as outlined in this SOW.Explanation of the difference between the service and open sources:CQ provides one day turned around of hearing transcripts, committee schedules, voting histories, tracks changes to legislation and much, which can be an incredibly time-intensive task if using multiple open sources.3.1 Congressional Quarterly.The subscription will include access to the services, sources, tools, and the following features: CQ Today News and CQ Schedules, CQ Weekly, CQ House Action Report and CQ Senate Watch, CRS Reports, CQ Budget Tracker, CE Executive Briefing - Defense, CQ Member Profiles, Custom lists and custom alerts.
