DLA Aviation Philadelphia will solicit a firm fixed price proposal to execute a comprehensive and holistic approach for the logistics and engineering sustainment support of the V-22 platform. The period of performance for this requirement will have a base period of fifteen months and four one-year options.This effort will provide program reach back support for the CMV-22 variant for the United States Navy (USN), the MV-22 variant for the United States Marine Corps (USMC), the CV-22 variant for the United States Air Force (USAF)/Special Operations Command (SOCOM), and the Japan Ground Self Defense Force (JGSDF) requirements. In addition, the Contractor shall support aircraft trainers, simulators, and Peculiar Support Equipment (PSE) as outlined in the forthcoming statement of work (SOW). The SOW will specify the deliverables required to successfully sustain and improve the readiness of the V-22 weapons system.Under this comprehensive and holistic approach the contractor will be
responsible for the following but not limited to: program management support; product support management, including obsolescence and configuration management; maintenance planning and supportability analysis; supply support; design interface; Aviation Logistics Environment (ALE) product line; relatability & maintainability (R&M); support of technical data; site activation and facilities support; and field service representatives (FSRs) for in-service engineering and integrated logistics support. The Contractor will be required to perform program management functions as required to effectively execute a Product Support program that supports the V-22 Product Support Manager’s (PSM’s) objective to improve overall readiness of the V-22 weapons system to include all fielded variants.Sustainment support authority is retained by the Government and is assigned to the V-22 Fleet Support Team (FST) and its attachments, which the Contractor will be required to work closely with. The Contractor will be required to provide support efforts to maintain the technical data for a steady-state V-22 publications sustainment, and a steady state Aviation Logistics Environment (ALE) solution. The Contractor will be required to continue the failure reporting process in place and approved by the Government for in- service aircraft not otherwise covered by V-22 production contracts. The Contractor will be required to analyze trends and failures, report Reliability and Maintainability (R&M) and Built-In-test (BIT) metrics and make recommendations for corrective actions to MV-22, CV-22, and CMV-22 in-service aircraft through the applicable change process using the V-22 Corrective Action Plan (CAP) process. The Contractor will be required to provide Matter Expert (SME) support as needed.The Bell Boeing Joint Project Office is the original equipment manufacturer (OEM) of these items with design control, authorization, and documentation to manufacture. The Bell Boeing Joint Project Office (JPO) is a joint venture of Bell Helicopter Textron, Inc. (BHTI) and The Boeing Company and is considered a separate business entity from both parent companies. The JPO owns the limited data rights to these items. The Government does not have the drawings or complete data packages. However, some limited demand data is available upon request.
