The U.S. Environmental Protection Agency (EPA), Office of Air and Radiation (OAR) Office of Radiation and Indoor Air (ORIA), intends to award a Contract. The EPA is seeking contractor support to manage and execute tasks contained in the Statement of Work (SOW). The EPA will issue this award as a Firm Fixed Price contract with a (1) one-year base period and four (4) one-year option periods. Any changes that may be required after this award has been issued will be modified into the award by the Contracting Officer (CO) before any additional work may be completed. Any firm believing itself to be capable of meeting EPAs requirement, as stated within the RFQ & Instructions and the Statement of Work, may submit a quote, which, if received by the response date and time of this announcement shall be considered. Written Submission: There are three (3) volumes that constitute a complete response to this RFQ. Responses are expected to conform to all aspects of this RFQ and the attached Statement
of Work, and shall be prepared in accordance with the instructions provided. To aid in evaluation, the response shall be clearly and concisely written, as well as indexed (cross-indexed as appropriate) and logically assembled. All pages of each part shall be appropriately numbered and identified with the name of the vendor, the date, and the RFQ number. If a Vendor fails to prepare and submit their submission in accordance with the instructions, the EPA will consider it ¿Non-responsive¿ and the technical submission will not be evaluated. The Vendor shall not use font smaller than 10 point, Ariel or Times New Roman, except for diagrams which shall use font sizes no smaller than 6 point when printed on the required paper sizes. The EPA will consider all pages, with the exception of manufacturer product cut sheets, with font smaller than minimum size, illegible and will not evaluate those pages. The Vendor shall identify all attachments or appendices in the table of contents. QUOTE SUBMISSION INSTRUCTIONS Responses shall consist of the following Volumes: Volume 1, Technical Approach and Experience Volume 2, Past Performance Volume 3, Pricing The following introductory information (letter format is acceptable) is required on the first page of Volume I of your offer: (a) RFQ Number & Title, (b) Name and address of vendor, (c) Name, telephone number & e-mail address of main point-of-contact, (d) Name of your contract administration office, (e) Date of submission, (f) Name, title and signature of authorized representative, (g) DUNS number, and (h) Exceptions to RFQ/Statement of Work (SOW). The vendor shall provide a table of contents for each volume. The vendor shall identify all attachments or appendices in the table of contents. Any exceptions taken, or conditional assumptions made, with respect to the requirements of this project shall be explained in volume one (1) of the written submission. However, vendors shall note that exceptions or deviations to the requirement may render responses ineligible for award. VOLUME I: TECHNICAL APPROACH and EXPERIENCE The submitted quote shall describe the Vendor's ability to satisfy the Government's requirement, including the management expertise, as set forth in the Statement of Work (SOW). For each task are identified in the SOW, vendors shall demonstrate their technical capability and approach to accomplishing the work. Vendors shall provide a clear, concise and complete explanation of how it proposes to accomplish the required service, functions, and furnish the necessary deliverables in the SOW. The vendor shall submit a detailed technical quote shall not exceed twenty-five (25) pages in length, 8.5 x 11 pages, double spaced, and single sided. The page limit excludes the cover page, table of contents, and the cost/price information. VOLUME II: PAST PERFORMANCE Vendor shall identify three (3) contracts (within the last 3 years), completed or currently being performed, which are similar in size and scope to the requirements for all tasks in the Statement of Work (SOW) with regards to size and complexity. Federal government projects are preferred. The Government may also consider other information, including federal performance tracking databases and information obtained by the Government from other sources. The Vendor shall provide the following information with respect to each of these contracts: a. Name, telephone number, and e-mail address of the point of contact b. Contract number, type (cost reimbursement, time and material, firm fixed price) and dollar value c. Date of contract award and period of performance d. Brief description of contract work, scope, and responsibilities VOLUME III: PRICING Pricing information must be submitted separately from the technical information. The vendor shall submit a firm fixed price type quote. Vendor responses shall include pricing for the base year and each of the four (4), one-year option periods. Pricing shall be broken down by each period of performance. The vendor should use their best professional judgment in preparing a cost estimate based on the firm fixed price the vendor believes can best meet the requirements of the Statement of Work. Questions about the technical or contractual details of this procurement are due no later than 2:00 PM, Eastern Time, on January 8, 2021 via email to the Contract Specialist, Jazmine Harris at anthonyharris.jazmine@epa.gov and the Contracting Officer Tracey Williams at williams.tracey@epa.gov. A consolidated list of the question and answers will be provided as an amendment to the RFQ. Electronic copies of your submission (three (3) separate volumes) shall be received no later than 4:00 PM, Eastern Time, on January 27, 2021. Late responses will NOT be accepted. The vendor shall save each volume, as described above, as its own PDF and titled accordingly.
