The Department of Natural Resources is seeking proposals to develop specific training modules and materials focusing on a target audience of local flood plain managers and officials. Proposals shall include a complete Work Plan including a narrative summary of how each task listed below will be completed and a timeline for completion of each deliverable. Proposals should address the educational and professional experience background of the personnel involved and any innovative ideas that will be explored to ensure effective and efficient delivery of the training. Each training module shall be designed, developed by June 1, 2023. All materials shall be designed to be easily duplicated for future training programs. The vendor shall include a discussion on their plan to seek information from flood plain experts and for gaining approval from the Department on all draft materials before final delivery of a training module. Each training module shall be designed to either stand alone or as
a set so as to be used by other flood plain professionals for future training opportunities. Each of the 3 training modules shall use the following Training Module Development Process. By working through this process, the vendor shall be able to identify and provide an analysis of the target audience, develop training objectives and design the best training delivery mechanism for the audience. Audience and Training Objective Analysis a) Define the target audience for the training: Flood Plain Managers i. What are the job titles of the intended participants in the training? ii. How they were originally trained for their jobs? iii. What are their educational and professional backgrounds? iv. How are they accustomed to learning? v. Is it possible for them to attend a training course away from their jobs? b) List the tasks that the audience must be able to perform after taking the training. c) List the skills and knowledge needed to do the tasks. d) Select the skills and knowledge to be taught. Design and Development e) Organize the selected skills and knowledge into suitable teaching units and develop the training design. f) Draft expanded outlines of modules, including instructional objectives, main body of text and descriptions of training methods, examples and exercises. g) Provide realistic examples and information for use in exercises. h) Draft the complete module and facilitator guidelines. i) Field-test the training materials. j) Revise and finalize the training materials based on the field test. k) Provide all graphics/photos separately in high quality format so they can be used in future training materials. The proposal shall provide a separate cost proposal for delivering one session of each training. 4.2.1 Development of training materials for a course on substantial damage compliance and use of the Substantial Damage Estimator software. Description: The Substantial Damage Estimator (SDE) Tool was developed to assist State and local officials in determining Substantial Damage in accordance with a local floodplain management ordinance meeting the requirements of the National Flood Insurance Program (NFIP). It helps communities to provide timely Substantial Damage determinations so that reconstruction can begin following a disaster. The course will ensure local officials understand and are able to use the tool. The course should be between one and two hours in length. Deliverables: a) MS Word or .pdf document outlining the results of the Training Module Development Process. b) Draft of completed training module as MS Word and/or PowerPoint. c) Draft of facilitator guidelines for the training module. d) Draft audience materials submitted to Department for approval before training delivery. e) Delivery of the training module to the target audience. f) All final training module materials and participant materials. All materials must also be able to be easily posted and accessible online. Summary and evaluation of completed training event(s) including number of attendees, job titles of attendees, completed evaluation forms from attendees and recommendations on how to improve the training. 4.2.2 Development of training materials for a course on the roles and responsibilities for issuing floodplain permits by Local Officials Description: Development of training materials for one-hour course on the floodplain permit review process and the floodplain manager's roles and responsibilities for issuing permits. Local floodplain managers are responsible for issuing floodplain permits for construction in FEMA mapped floodplains in their communities. Understanding this responsibility and the requirements for these permits is critical to properly fulfilling this duty required by the National Flood Insurance Program. The course should be between one and two hours in length. Deliverables: a) MS Word or .pdf document outlining the results of the Training Module Development Process. b) Draft of completed training module as MS Word and/or PowerPoint. c) Draft of facilitator guidelines for the training module. d) Draft audience materials submitted to Department for approval before training delivery. e) Delivery of the training module to the target audience. f) All final training module materials and participant materials. All materials must also be able to be easily posted and accessible online. Summary and evaluation of completed training event(s) including number of attendees, job titles of attendees, completed evaluation forms from attendees and recommendations on how to improve the training. 4.2.3 Development of training materials for a course on LOMAs and LOMR-Fs for local floodplain managers. Description: Local Floodplain managers need to understand the requirements and consequences of Letter’s of Map Amendment (LOMA) and Letters of Map Revision based on Fill (LOMR-F). Understanding how these are issued and how they impact local floodplain permitting is important knowledge for all floodplain managers. The course should be between one and two hours in length. Deliverables: a) MS Word or .pdf document outlining the results of the Training Module Development Process. b) Draft of completed training module as MS Word and/or PowerPoint. c) Draft of facilitator guidelines for the training module. d) Draft audience materials submitted to Department for approval before training delivery. e) Delivery of the training module to the target audience. f) All final training module materials and participant materials. All materials must also be able to be easily posted and accessible online. Summary and evaluation of completed training event(s) including number of attendees, job titles of attendees, completed evaluation forms from attendees and recommendations on how to improve the training. 4.2.4 Deliverance of each training in an online format. Description: This will include handling registration and deliverance of each training specified above in an online format using Zoom, WebEx or another suitable online webinar platform that provides a registration system and recording of all attendees present. The webinar will be recorded and provided to the Department for future use. Note: This is an optional task based on total budget available and the cost proposals provided. The DNR reserves the right to nullify this task prior to award. Deliverables: a) Each training will be conducted before June 30, 2023. b) Contractor shall provide the online platform and registration system. c) Department staff may attend, but contractor would be expected to answer questions. g) Summary and evaluation of completed training event(s) including number of attendees, job titles of attendees, completed evaluation forms from attendees and recommendations on how to improve the training.
