NOTICE OF INTENT TO AWARD SINGLE SOURCE: This is not a request for a proposal, this is a notice that the Forest Service intends to issue a Sole Source award to SEASPRAY LABS LLC . This effort will be used to update and enhance the Agriculture and LandUse (ALU) Greenhouse Gas Inventory Software incollaboration with Colorado State University(CSU) who is the main developer of this software andwill support existing and newinterest from developing countries in using thistool to develop AFOLU GHG inventories. The Government intends to issue a sole source award in accordance with FAR Part 13, Simplified Acquisitions, pursuant to the authority of FAR 6.302-1, only one responsible source and no other will satisfy the agency requirements for the above stated service. This will be a firm fixed price purchase order. This notice of intent is not a request for competitive quotes. However, all responsible sources may submit a capability statement to Gayle Geiger, gayle.geiger@usda.gov in writing and must be within seven (7) days after the publication of this synopsis which will be considered by the agency. Responses received after 7 days or without the required information may not be considered. A determination by the Government not to compete as a result of information received is solely within the discretion of the Government.
