General Dynamics Information Technology (GDIT) - Intent to Sole SourceIn accordance with The FAA Acquisition Management System (AMS), section 3.2.2.4, Single Source Selection, the purpose of this announcement is to inform industry of the basis for the FAA's decision to contract on a single source bases to GDIT.The FAA requires its administrative voice services to remain stable during the 2024-2026 timeframe, when virtually every Government Furnished Equipment (GFE)/commercial telecommunication infrastructure and connection link that FAVES relies upon will be undergoing transition to new contracts and/or transformation. This includes all of the FAA’s telecommunications ‘dial-tone’ connections, the FAA’s Toll Free services, the FAVES core, FAVES Primary Rate Interface (PRI) circuit connectivity and the FAA’s FTI Mission Support Wide Area Network (MS-WAN). The risk of disruption to the FAA’s mission essential administrative voice services will already be extremely high because all underlying agency telephony (i.e. the technology associated with the electronic transmission of voice, fax, or other information between distant parties) and WAN connections are undergoing technology transitions and transformations. The FAA cannot tolerate the increased risk to agency administrative communications created by a FAVES contractor platform transition at the same time that these other major transitions are taking place.The FAA must ensure that mission essential services remain stable during several other related major FAA telecommunications and IT transitions planned to occur over the next 3-5 years.This announcement is for informational purpose only.
