AMENDMENT 0004 4/4/2023:1. All 3 towers are FM Tower that will need to be detuned to climb. Do I coordinate the detuning or will your team handle that? Our equipment will be de-energized. Vendor will coordinate access, rigging requirements and output power restrictions of other antennas with tower owner. 2. My Team has the ability to climb at night but we would prefer day time. I bring this up because most FM detunes are done the maintenance window(Night time normally between the 10pm and 6am). See response to item 1.3. The Baton Rouge tower has painted lines. Do I need paint to match the lines that I add if so will you provide the paint or is that on us? There are no requirements to paint cable/ hardware. 4. Lastly the Jena tower has me confused. In the antenna location section of the SOW it says the antenna is Currently located approximately 630’ AGL on 1486’ triangular round member Grounded FM Tower. As I read through on the overview and work assignments and noticed that in this
section its asking that we install the new single 17’ 4-bay Scala antenna (NWS provided) at the same location (or as directed above by NWS personnel) and orientation; approximately 463’ center point on the tower, with the same orientation (SW) using 36-inch standoff mounts (NWS provided). I just need some clarification. Are we installing the new antenna at the 630' or the 463' RAD center? The RFQ should be based on the 630’ AGL, which is where the current antenna is located. AMENDMENT 0003 3/21/2023:A Google Drive folder has been created and incorporated into the Attachments/Links section. The folder includes pictures, videos, and information about the antennas at multiple locations. Please request access to view the folder from the Site Visit point of contact, Bobby Harp via email at bobby.harp@noaa.gov.For pictures. https://drive.google.com/drive/folders/1PuEgoyoAVdukhFOu_hr5w2hoaMPNSh-g?usp=share_linkAMENDMENT 0002 3/16/2023: NOTE BURAS, LA TOWER: There is a waveguide bridge that spans approximately 30' horizontally from the building to the tower. It is approximately 20-25' above ground level. This may require special equipment such as manlift equipment or other device to reach. Additionally, the existing cable may be bundled to the ladder and will have to be removed. NWS will provide hardware to properly attach the cable to the tower for a separate run up the tower.AMENDMENT 0001 3/15/2023: NOTE: This location is in downtown Baton Rouge and is congested with streets, traffic, tower, buildings and power lines. This will pose a unique challenge to rigging setup and can affect the amount of work and timeline.COMBINED SYNOPSIS/SOLICITATIONNONPERSONAL SERVICES AND PRODUCT PURCHASE FOR REPLACEMENT ANTENNA/CABLING AT BURAS, BATON ROUGE AND JENA, LA NOAA WEATHER RADIO SITES PER THE INCORPORATED SCOPE OF WORK.(I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13.
