THIS IS STEP-ONE OF A TWO-STEP PROCUREMENT PROCESS. Step-one consists of a Request for Qualification (RFQ), in which CFISD will evaluate and shortlist qualified respondents to participate in the second step of the selection process. Step-two consists of a Request for Proposal (RFP), in which shortlisted respondents will be invited to provide responses through their assigned agent(s). Companies will be assigned to each shortlisted respondent to its’ prospective market(s). At the end of the two-step procurement process, CFISD will enter into a contract with reliable, credit-worthy insurance companies at a lowest possible cost; while agents continually consult with CFISD regarding suitable coverage, loss control, and other insurance-related subject matters. Responses to all bids and proposals made available to registered vendors in the eBid system **New Vendors are required to register on eBid.** Bids and proposals must be submitted via the eBid system electronically. If addendums are

issued on any bid, it is the responsibility of the vendor to review the eBid system for addenda. Bids will be publicly opened at 12510 Windfern Rd, Houston, TX 77064. Bidders are invited to be present at the opening of the bids on the date and time specified. Communication Restrictions - CFISD designates the following person as its designated procurement representative in connection with this proposal/RFQ America Williams, america.williams@cfisd.net, upon release of this proposal/RFQ and until execution of the award/board approval. Respondents should communicate exclusively with the designated procurement representative with respect to this proposal/RFQ, the Agreement, and the project. Any violation of the immediately preceding requirement may subject the proposal/RFQ submitted by the violator to rejection. Any interested respondents will complete and submit an Attachment D – CFISD Agent Questionnaire, found under the Attachments tab. The District’s current coverages with TASB RMF expire July 1, 2024. Proposals will be due May 2, 2024. Vehicle Count: 1,750 (Liability only with a $25,000 deductible) Student Count: 117,652 Employee Payroll: $949,659,433 All proposers will be qualified, and insurance companies will be assigned exclusively to a Texas licensed agent or risk pool. The proposer’s questionnaire is to be completed by the agency/company, showing proposing local servicing office (not corporate or regional) volumes and fully insured loss ratios with the selected insurance companies – not the MGA’s. Indicate the name of any Risk Retention Group, Underwriting Manager, MGA or Wholesaler that will be used, but MGAs and Wholesalers will not be assigned. Assigned agents will not be allowed to partner or joint venture with other agents without prior approval from the District. If partnering, the joint venture will be assigned only one of the agent’s lists of assigned companies, not both. When assigning insurance companies to agencies, the District will attempt to use the following criteria: 1. Current agents will be assigned first choice of companies, assuming satisfactory service by the agent. Assignments will attempt to avoid dividing companies or groups among different agencies. 2. Location, services, school insurance experience, backup support and insurance company relationships will be important considerations when assigning insurance companies and agencies. 3. Failure to show local office premium volume and loss ratio assumes zero premiums with a direct placement insurance company. 4. If your agency has an exclusive arrangement with an MGA or insurance company regarding this District, please attach evidence on their letterhead. 5.
