STATE OF NEW HAMPSHIRE Department of Information Technology RFI 2022-093 REQUEST FOR INFORMATION FOR ENTERPRISE LICENSING AND PERMITTING SYSTEM STATE OF NEW HAMPSHIRE DEPARTMENT OF INFORMATION TECHNOLOGY RFI 2022-093 REQUEST FOR INFORMATION FOR ENTERPRISE LICENSING AND PERMITTING SYSTEM PAGE 1 1. GENERAL INFORMATION Summary The State of New Hampshire (state) is seeking information from companies that offer an enterprise licensing and permitting system that includes, at a minimum, the following functionality: occupational licensing, facility licensing, inspections, permitting, file attachments, enforcement, and electronic and printed communication with licensees. The purpose of this Request for Information (RFI) is to solicit information on state of the art license and permit management systems to help the State understand what software and architecture is available to implement an enterprise licensing and permitting solution. The State will use the information collected to create a
Request for Proposal (RFP) for enterprise license and permit management system. The state will invite responders to this RFI to meet with state representatives and demonstrate their product capabilities. Liability This RFI has been issued to obtain information only and is not intended to result in a contract or vendor agreement with any respondent. This solicitation for information does not commit the State to publish an RFP or award a contract. The State shall not be held liable for any costs incurred by the Vendor in the preparation of its response. The RFI is not a pre-qualification process for any further purchasing process. Non-Commitment Notwithstanding any other provision of this RFI, this RFI does not commit the Department to publish an RFP or award a Contract. Liability Vendors agree that in no event shall the Department be either responsible for or held liable for any costs incurred by a Vendor in the preparation or submittal of or otherwise in connection with their submission. STATE OF NEW HAMPSHIRE DEPARTMENT OF INFORMATION TECHNOLOGY RFI 2022-093 REQUEST FOR INFORMATION FOR ENTERPRISE LICENSING AND PERMITTING SYSTEM PAGE 2 Public Disclosure Any information submitted as part of a response to this RFI may be subject to public disclosure under RSA 91-A. In addition, in accordance with RSA 9-F:1, should an RFP be published by the Department, and a contract awarded, that information will be made accessible to the public online via the website Transparent New Hampshire (www.nh.gov/transparentnh/). Accordingly, business financial information and proprietary information such as trade secrets, business and financials models and forecasts, and proprietary formulas are exempt from public disclosure under RSA 91- A:5, IV. Insofar as a Vendor seeks to maintain the confidentiality of its confidential commercial, financial or personnel information, the Vendor must clearly identify in writing the information it claims to be confidential and explain the reasons such information should be considered confidential. This should be done by separate letter identifying by page number and RFI section number the specific information the Vendor claims to be exempt from public disclosure pursuant to RSA 91-A:5. Each Vendor acknowledges that the Department is subject to the Right-to-Know Law New Hampshire RSA Chapter 91-A. The Departments shall maintain the confidentiality of the identified confidential information insofar as it is consistent with applicable laws or regulations, including but not limited to New Hampshire RSA Chapter 91-A. In the event the Department receives a request for the information identified by a Vendor as confidential, the Department shall notify the Vendor and specify the date the Department intends to release the requested information. Any effort to prohibit or enjoin the release of the information shall be the Vendor's responsibility and at the Vendor's sole expense. If the Vendor fails to obtain a court order from a court of competent jurisdiction enjoining the disclosure, the Department may release the information on the date the Department specifies in their notice to the Vendor without incurring any liability to the Vendor. Vendor Presentations Based on the review of the responses to this RFI, vendors may be invited to present an overview of their company and services to representatives of the State. There is no guarantee that a vendor will be asked to provide a presentation. All presentation costs incurred by the vendor shall be borne by the vendor. Vendor presentations are required to be via Teams Meeting. Types of licenses regulated are both personal and business. The current database is SQL Server. At this time, permitting is not part of the current system. The current system holds licensing data and related inspection and enforcement data. The current system allows documents indexed to the different types of records (license, person, enforcement, inspections). The majority of license applications and renewals are done by the licensee on a public facing website (nhlicenses.nh.gov). The state will continue to drive as much business as possible to the website to continue to reduce mail, walk-ins and manual data entry. Currently enforcement and inspection functions are done manually, i.e. data is entered into the system after receiving information via email, telephone, or mail. The state would like to move these functions to the web. The current system is highly configurable allowing the state to quickly respond to legislative and rule changes regarding licensing. The state would like to retain this capability. The state desires a Software as a Service system (SaaS) but the State must be able to do configuration of license and permitting business rules, security administration, reporting, and email and print communications. The system must manage occupational licenses, both personal and business. Processes must include renewals, initial licenses, permits and inspections. There must be an enforcement module. The system must be able to store documents, video, and sound, as needed, relative to all licensing records and enforcement records. Minimum Requirements 1. The system must be FEDRAMP compliant. FEDRAMP Moderate at a minimum. Must meet NIST SP 800-53 standards. The system must be HIPPAA (Health Insurance Portability and Accountability Act) compliant. The system must meet PCI (Payment Card Industry) security requirements. 2. The license management module must be configurable to meet a variety of licensing requirements across the many unique license types. 3. The system must create fees, calculate expiration periods, create a variety of license number formats; maintain lists of requirements for initial licensure, and renewal; store information on inspections for licensure. 4. Payment methods should include credit card and electronic check. 5. The state requires public reporting of complaints, investigation of complaints, case management of founded complaints and resolution of allegations. 6. The public must be able to look up license and enforcement data on the web and download data sets. 7. The system must work seamlessly on various mobile devices. 8. The system must have the ability to cite Rules and RSAs in enforcement and inspections results. The rules and RSAs are contained in the database and referenced in enforcement and inspections records. 9.
