Description: INVITATION TO BIDSealed Bids for Contract No. 14305 – Riverwalk Railing Upgrades Bids will be received at Milford City Hall, 201 S Walnut Street, Milford, Delaware,19963, until 1:30 p.m. on Tuesday, November 15, 2022, at which time they will be publicly opened and read aloud in the Council Chambers. Bidder bears the risk of late delivery and any bids received after the stated time will not be considered. This bid includes all labor, materials, equipment, tools, and mobilization for removing existing Railings and installing Aluminum Railings with Stainless Steel Cables and Under-Rail Lighting.A NON-MANDATORY Pre-Bid Meeting will be held on Tuesday, September 20, 2022, at 2:00 PM at the Parks & Recreation Office, 207 N Franklin Street, Milford, Delaware 19963 for the purpose of answering questions and to establish a list of subcontractors. Representatives of each party in a joint venture are encouraged to attend this meeting. ATTENDANCE AT THIS MEETING IS NOT A PREREQUISITE
FOR BIDDING ON THIS CONTRACT BUT IS STRONGLY RECOMMENDED. Three (3) copies of the sealed bids shall be addressed to the City of Milford, Attention: City Clerk’s Office, Milford City Hall, 201 South Walnut Street, Milford, DE 19963. The outer envelope should clearly state: “Contract 14320 Riverwalk Railing Upgrades-SEALED BID - DO NOT OPEN."Contract documents are available at the Office of Duffield Associates, 1060 South Governors Avenue, Dover, DE 19904, Phone Number 302.674.9280. Receipt of $50.00 for a printed copy and/or $40.00 for an electronic copy is required. Copies can also be purchased at the Pre-Bid meeting if notification is provided in advance. This project is subject to the State of Delaware’s prevailing rate regulations pursuant to 29 Del.C. Ch. 69 § 6960.Bidders will not be subject to discrimination on the basis of race, creed, color, sex, sexual orientation, gender identity, or national origin in consideration of this award. Minority Business Enterprises, Disadvantaged Business Enterprises, Women-Owned Business Enterprises, and Veteran-Owned Business Enterprises will be afforded full opportunities to submit bids on this contract. Each bid must be accompanied by a bid security equivalent to ten percent of the bid amount and all additive alternates. The successful bidder must post a performance bond and payment bond in a sum equal to 100 percent of the contract price upon execution of the contract. Ch. 69 § 6962.During the construction work, the Contractor and each Subcontractor shall implement an Employee Drug Testing Program in accordance with OMB Regulation 4104 Regulations for the Drug Testing of Contractor and Subcontractor Employees Working on Large Public Works Projects (19 DE Admin.
