Employer Resource Connection Training and Consultation Services

Opportunity Summary
The State of Oregon, acting by and through the Oregon Home Care Commission, ("Agency"), is issuing this Request for Proposal for training and consultation services for the Employer Resource Connection (formerly known as STEPS) for Western Oregon only.

Proposer, through this RFP will have the opportunity to propose on one or more "Areas", which include:
Area 6: Klamath, Lake
Area 7: Crook, Deschutes, Jefferson
Area 8: Jackson, Josephine
Area 9: Coos, Curry
Area 10: Douglas
Area 11: Lane
Area 12: Benton, Linn
Area 13: Lincoln, Tillamook
Area 14: Clatsop, Columbia
Area 15: Marion, Polk, Yamhill
Area 16: Washington
Area 17: Clackamas
Area 18: Multnomah

Note: Areas 1-5 covered Eastern Oregon counties and were solicited for previously under RFP OHA-4723-19. OHA will not be accepting proposals for Areas 1-5 under this RFP.

Additionally, Proposer will have the opportunity to propose

whether to provide services for:
1) Intellectual/Developmental Disabilities and Mental Health clients;
2) Aging and People with Disabilities clients; or
3) Both.

Agency anticipates the award of one or more contracts from this RFP to adequately meet the needs of the clients within the counties identified above in Western Oregon.

The initial term of any awarded contracts is anticipated to start on January 1, 2020 and will be for 4 years, with options to renew for additional time and money, up to a maximum of 5 years total.

Governmental entities as described in ORS 190, that are interested in providing these services may contact the SPC under this RFP to express interest. The SPC will notify Agency of Governmental entities interest and Agency may select to award an agreement outside of this RFP process to meet the needs of their clients.
