N00164-21-Q-0135 – SOLE SOURCE - EVALUATION – FSC 5855 - NAICS 333314ISSUE DATE 17 JUN 2021 – CLOSING DATE 02 JUL 2021 – 5:00 PM Eastern TimeITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a requirement for testing, teardown and evaluation and optional repair of a quantity of twenty (20) Universal Thermal Binocular units (model AN/PAS-32).SOLE SOURCE PROCUREMENT- The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source, Trijicon Inc, 49385 Shafer Avenue, Wixom, Michigan 48393, under the authority of FAR 13.106-1(b)(1)(i). This is being sole sourced because there is only one responsible source, and the source has established proprietary rights which it is not willing to sell to the Government. All responsible sources may submit a capability statement, which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon

responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.Contractors must be properly registered in the System for Award Management (SAM).
