Proposals which are incomplete, obscure, or conditional, and which contain irregularities of any kind, will be subject to rejection for failure to comply strictly with these conditions. Each proposal must be submitted with one (1) original copy/set, and five (5) copies/sets and one (1) electronic copy (via flash USB drive) of the proposal. Proposers must submit proposals in a clear, concise and legible manner so as to permit proper evaluation of responsive proposals. Faxed
proposals will not be accepted. Watts GREENWICH PUBLIC SCHOOLS GREENWICH, CT. Request for Proposals (RFP) Cos Cob Design-build (HVAC Replacement) 1. BACKGROUND The Town of Greenwich, CT is about 35 miles northeast of New York City and has a population of about 62,000 people. The Greenwich Public Schools enjoy a national reputation for excellence and have strong support from the community. Our fifteen public schools have a current enrollment of about 9,000 students and consist of eleven elementary schools (K-5), three middle schools (6-8), and one comprehensive high school (9-12). Our district also offers some pre-K and alternative high school programs. 2. The consultant must provide a detailed narrative of the approach and methodology, schedule, and pricing that will be used for the project. 3. Award of Contract: The contract will be awarded by the Board of Education to the qualified firm or person at compensation determined to be fair and reasonable considering budgetary limitations, scope, complexity and the nature of goods and/or services. Overview & Scope Greenwich Public Schools is seeking a turn-key design/build proposal to install a gas engine driven chiller at Julian Curtiss School. Salient points to consider for the proposal: • Greenwich Schools will pre-purchase the chiller (Tecochill STx Series Model CH- 200x) and store until installation can commence • Chiller to be installed in the boiler room at Julian Curtiss School • A “Nexus Modular Hybrid Cooler” by Baltimore Air Coil (BAC) is the desired heat rejection source. • Two potential locations for the Cooler will be indicated during the walk-through • Connection tee provisions to incorporate the chilled water into the building hydronic system are in place • Existing unit ventilators are provided with heating and cooling coils, along with control valves and piping to switch between the two coils during heating or cooling changeover • Three fan coils shall be added to the cooling loop • Three air handlers above the gym/auditorium stage will be added to the cooling loop. Two of these air handlers (AHU 1&3) serve the gym/auditorium, AHU-2 serves classrooms • Condensate piping is not installed currently and will be part of this project • Furnish and install a 2,400 CFM Self-Cleaning Needlepoint Bipolar Ionizations system at each unit ventilator. Global Plasma Solutions model GPS-FC24-AC shall be the basis of design and preferred equipment • Controls are by Trane. Contact Vladimir Balyanov at 860-471-0581 orvladimir.balyanov@trane.com for questions and pricing • All required site work, housekeeping pads, building penetrations, etc. for a complete installation will be included in this contract • Include a detailed description and schedule of how the chiller will be set into place • Proposal shall include all required permits. Do not carry permit fees Design Build requirements include: • Building cooling load calculation • Mechanical, Electrical, and Plumbing (MEP) plans, elevations, and details as required to show how the chiller will be tied into the existing system distribution system • MEP plans showing Cooler location along with how condenser water, gas engine exhaust, and other required utilities will be provided/installed • Confirmation that all existing Unit Ventilators are set up for chilled water. If any are not so provided, a separate unit price to add a coil will be requested • Confirmation that additional fan coils and air handlers are provided with cooling coils. • Determination and design of required chilled water and condensate piping to incorporate these units into the cooling system • Design of a return air system for AHU 1 & 3. • Design solution to under heating (and potential under cooling) in the auditorium/gym, and the classrooms served by AHU-2 • Site plan and all necessary documentation required to achieve approvals from Town of Greenwich Planning and Zoning Dept. indicating location of cooling tower • Drawings stamped by a CT licensed professional engineer • A certified air and water balancing report will be required at the end of the project for all new equipment • The Greenwich School district will retain an independent commissioning agent Construction Administration. Include an allowance of three days for the mechanical and balancing contractor to perform testing, measuring, and verification of proper equipment operation, as required by CA. To be considered for this project, bidders shall: • Be located within a 35 mile radius of Julian Curtiss School • Have a service department capable of servicing gas-engine driven chillers. • A preventative maintenance contract proposal is required as part of this bid • Have completed at least 3 design-build water-cooled chiller installations within the last 10 years. • Provide with this bid: o Name, address, and contact person for each chiller installation o Size and type (scroll, rotary screw, centrifugal) chiller installed o A brief narrative describing the type of load the chiller serves along with any design highlights, features, or problem resolution that the installation provided • Successful bidder shall be selected based on: o Demonstrated design-build capability, o HVAC service operation/infrastructure o number of employees available to staff the project o type of successful chiller installations completed, o proximity to project site - Julian Curtiss school, o overall price o consensus between interviewing staff members should a qualification interview be necessary Deliverables 1. Design-build specifications for Julian Curtiss School. 2. Identification and analysis of one or more site options consist with land use and other relevant regulations and statues, conceptual building plans including site plans showing parking and access. 3. Cost estimate(s) for the construction/renovation project (soft and hard) which will be used as the basis for the next capital budget funding request. RFP Requirements and Selection Criteria 1. Provide a lump sum fee for the deliverables listed. Include any costs for consultants necessary to complete this project 2. Provide an organizational chart identifying the individuals whom the vendor proposes to perform the services required in the RFP. For each key person identified, a resume should be provided. Any services proposed to be subcontracted should be clearly noted as such. 3. The vendor must have at least five (5) years of successful in Design-build experience and be able to provide details and three (3) references. 4. Confirm ability to sign a Town of Greenwich contract complying with all requirements (attached). 5. The Bid"der is required to do Employee Background Checks as imposed by Section 2 of Public Act 16-67, which amended Conn. Gen. Stat. 10-222c. Other Information 4.
