(the “City”) is seeking expressions of interest (“Expressions of Interest”) from vendors with expertise in domestic water re-piping of high-rise residential buildings to act as the general contractor for the for the domestic re-piping of New Continental building. Interested parties (“Respondents”) are required to respond to this RFEOI in accordance with the instructions set forth in this RFEOI. The RFEOI will be administered through this website (JAGGAER) that is the City’s electronic procurement portal (the “Supplier Portal”). Expressions of Interest may only be submitted via the Supplier Portal in the format requested by the City. Each Proponent is solely responsible for reviewing and complying with any Supplier Portal terms and conditions which apply to and govern the use of the Supplier Portal. If there is any inconsistency or conflict between the provisions of this RFQ and the Supplier Portal terms and conditions, then the provisions of this RFQ will govern. 2.0 Background Owned and operated by the City, The New Continental Residence is a City of Vancouver Housing Corporation owned, 110-unit non-market facility located at 1067 Seymour Street. It was constructed in 1991 in accordance with BC Housing Standards of the time, which set out a maximum unit price for each suite and methods of construction. The building is a 15-storey concrete frame structure over three levels of underground parking; a two-storey brick street wall forms a podium for the residential tower which was clad with an Exterior Insulation and Finish System (EIFS). The building’s domestic water piping system comprises of a high pressure zone served by domestic water booster pump and a lower pressure zone. The high and low pressure zone each have thirteen (13) risers per stack fixture groups that are aligned vertically on each floor. Copper was the main material used in the construction of the existing building’s domestic water piping system which has experienced numerous pinhole leaks throughout the entire piping system over the years. Past repairs include replacing sections of leaking piping as well as the use of a proprietary system that connects to the existing domestic water piping system to seal pinholes leaks. The existing domestic hot water plant is gas-fired and located on the roof mechanical penthouse that has no spare space for any additional equipment. The existing domestic water piping system and the domestic hot water plant are at end of life and in need of replacement while the building remains operational with minimal disruptions to the tenants. 3.0 Scope of Work The scope of Work is described in the “General Information” document included in the Buyer Attachments to this RFEOI. 4.0 Description of Products and Services The City seeks Expressions of Interest from Respondents who have expertise in domestic water re-piping of high-rise residential buildings to act as the general contractor: See scope of Work in the “General Information” document included in the Buyer Attachments to this RFEOI for further details. 5.0 Anticipated Period of Issuance of ITT Description The anticipated schedule for the RFEOI process is set out in Section 1.6 of the “General Information” document included in the Buyer Attachments to this RFEOI. 6.0 Evaluation Criteria The City will evaluate the qualifications and relevant experience and capability of the Respondent, including review of the following: 1. Financial capability; 2. Proven track record substantiated by recent and relevant client references; 3. Product approach and methodology; 4. Qualifications and relevant experience of the Respondent’s key personnel and sub-contractors to be included in the project team; 5. Experience with similar facilities; 6. Sustainability; 7. History of any litigation or claims made against the Respondent, or made by the Respondent against the City, during the three years previous to the Closing Time; 8. Ability to meet insurance and bonding requirements; and, 9. Innovative ideas relating to execution and deliverables; Note: The above evaluation criteria may not necessarily be listed in order of importance and will not necessarily be weighted equally. There should be a maximum of 5 projects undertaken within the last 10 years. The same information should be provided for any proposed subcontractors, including any proposed subcontractors. 2.1.2 Key Personnel: provide professional biographical information for the key personnel that would perform the Respondent’s work outlining their intended roles in performing the Services. Provide a complete organization chart, and CV's provided for staff including: • Project Manager who should have PMP certification or equivalent • Superintendent (should have minimum 5 years’ experience in role) • Dedicated Tenant Communications officer/personnel • Lead Supervisors • Equipment Operator(s) • Prime Contractor Qualified Coordinator/Construction Safety Officer with NCSO designation and a minimum of 3 years of experience in the construction industry 2.1.3 Confirm the Respondent’s capacity to complete the supply of goods and/or services under this RFEOI within the timeframe(s) stipulated by the City.
