THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY.  THIS IS NOT A REQUEST FOR PROPOSAL.  IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT.  RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT.  NO FUNDS ARE AVAILABLE TO PAY FOR ANY RESPONSES TO THIS NOTICE.  ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS NOTICE IS STRICTLY VOLUNTARY.This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) subpart 5.2 – Synopses of Proposed Contract Actions.  The U.S. Army Corps of Engineers (USACE), Portland District intends to award a firm-fixed-price service contract to the Nez Perce Tribe.  The statutory authority for this non-competitive acquisition is FAR subpart 13.106- 1(b)(1)(i).  USACE and the Bonneville Power Administration (BPA) (Agencies) are jointly responsible for compliance with Sections 106 and 110 of the National Historic
Preservation Act (NHPA) under the terms of the 2009 Systemwide Programmatic Agreement (SWPA) for management of historic properties affected by operations of the Federal Columbia River Power System (FCRPS).  USACE, Portland District manages the Bonneville, The Dalles, and John Day Projects, which are part of the FCRPS.  The FCRPS Cultural Resource Program works closely with interested and affected tribes, State Historic Preservation Offices (SHPOs), and other agencies for cultural resource management in compliance with Sections 106 and 110 of the NHPA.Federal agencies are required to resolve adverse effects to National Register eligible historic properties under NHPA.  Effects from of the FCRPS are ongoing, requiring reoccurring monitoring to determine whether characteristics that contribute to the National Register eligibility of historic properties are adversely affected.  Currently, no consistent data collection methods or procedures exist for traditional cultural properties (TCP) or historic properties of religious and cultural significance to Indian tribes (HPRCSIT), making evaluation changes in site condition through time difficult.  USACE and BPA, in coordination with the Wana Pa Koot Koot (WPKK) Cooperating Group, have determined that a monitoring plan comprised of standard monitoring objectives, operating procedures, data collection methods, and documentation forms is necessary to facilitate determination of effects from the FCRPS.  Standardized methods and procedures will result in the production of consistent monitoring reports, improve data quality, and result in a consistent and systematic approach to evaluation of effects.Services for this requirement include creation of a site condition monitoring plan for Nez Perce TCPs/HPRSCITs within the area of potential effects (APE) for the FCRPS Cultural Resources Program.  The plan will guide cultural resources contractors performing site condition monitoring along the Columbia River within the WPKK APE (The Bonneville, The Dalles, and John Day Projects).  The work shall build upon the existing WPKK monitoring plan documented in Jenevin (2014).Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government by submitting a Capability Statement which demonstrates they are able to represent the Nez Perce Tribe on cultural resource matters.  If no affirmative written responses are received by 2:00 PM Pacific Time on Thursday, June 25, 2020, an award will be made without further notice.  A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.  Electronic responses and questions shall be submitted via email to the contracting points of contact listed below.This notice of intent is NOT a request for competitive proposals.  All responsible sources may submit a capability statement to the Contracting Officer before the notice end date.  If no affirmative written responses are received by 2:00 PM Pacific Time on Thursday, June 25, 2020, an award will be made without further notice.  Oral communications are not acceptable in response to this notice.A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.  Electronic responses and questions shall be submitted via email to the Contract Specialist, Mary Thomsen, at mary.k.thomsen@usace.army.mil or the Contracting Officer, Jason Tanamor, at Jason.n.tanamor@usace.army.mil.  The USACE is not responsible for any costs incurred by responding to this notice.
