A Job Order Contract (“JOC”) is an indefinite quantity contract pursuant to which the San Francisco Public Utilities Commission may accomplish a series of projects with a single, competitively bid contract awarded before the projects are identified. Contractors bid an adjustment factor to pre-set unit prices. Work is accomplished by issuing Task Orders to the successful contractor during the two-year term of the contract. The work is to be performed in San Francisco, San Mateo, Santa Clara, and Alameda
Counties. The Maximum Contract Amount is $5,000,000.00. The contract will be awarded to the responsible Bidder submitting the lowest responsive bid. Bid discounts may be applied as per San Francisco Administrative Code Chapter 14B. The Local Business Enterprise (LBE) subcontracting requirement is 16.00%. The LBE subcontracting requirement can only be met with CMD certified San Francisco Micro and Small-LBEs. SFPUC-LBEs cannot be counted towards meeting the LBE subcontracting requirement(s). Prime and Joint Venture level LBE participation cannot be counted towards meeting any of the LBE subcontracting requirement(s). LBE subcontractors must be certified with CMD in the scope of work they are being listed to perform. All Bidders shall submit documented Good Faith efforts with their Bids as directed on CMD Form 2B, except those who exceed the above-stated subcontracting requirement(s) by at least 35%. The specialized scopes of work with specific and special licensing requirements include installation of electric vehicle (EV) charging stations and energizing or decommissioning of solar panels requiring a C-10 license; roof replacements or repairs requiring a C-39 license; and trained solar technicians with a C-46 license to install, replace, or repair solar panels. Bidders are required to pass the Safety Prequalification prior to SFPUC considering their bid submission complete. In addition to a B-License, the prime bidder must have successfully completed work on three general building contracts, preferably public works projects, within the past ten years, each project with a minimum construction value of $1,000,000. Furthermore, each listed subcontractor must possess appropriate active licenses for the work each subcontractor will be performing.
